12 Districts, One Shift: Women Rise To The Top In Chhattisgarh's Bureaucracy

Following the latest administrative reshuffle, 12 of Chhattisgarh’s 33 districts are now headed by women IAS officers

Chhattisgarh, once defined by the shadow of Naxal violence, is increasingly drawing attention to a different kind of transformation: the growing presence of women in positions of administrative authority. The State government has steadily expanded the role of women Indian Administrative Service (IAS) officers in district administration and key government assignments, signalling a broader shift in the State’s governance landscape.

Following the latest administrative reshuffle announced on August 18, women IAS officers are now heading 12 of Chhattisgarh’s 33 districts. That is more than one-third of the State’s districts. The appointments reflect the government’s stated focus on administrative experience, efficiency, and performance, while also placing women officers in positions that directly influence governance and service delivery.

The 12 districts headed by women Collectors are Kondagaon, Bemetara, Narayanpur, Balod, Surajpur, Sakti, Kabirdham, Mohla-Manpur-Ambagarh Chowki, Sarangarh-Bilaigarh, Balrampur-Ramanujganj, Manendragarh-Chirmiri-Bharatpur, and Koriya.

Administrative Restructuring

The latest reshuffle brought several changes to this list. Jayshree Jain has been appointed Collector of Sakti. Tulika Prajapti, who was serving as Collector of Mohla-Manpur-Ambagarh Chowki, has been shifted to Kabirdham. Tanuja Salam, who was the Director of Sports and Youth Welfare, has taken charge as the Collector of Mohla-Manpur-Ambagarh Chowki.

The appointments underline the significance of the Collector’s office in the State’s administrative structure. As the principal representative of the government at the district level, the Collector is responsible for coordinating development programmes, implementing welfare schemes, and monitoring the functioning of various departments.

The responsibilities of collectors extend across a wide range of areas, including revenue administration, law and order, education, healthcare, women and child development, infrastructure, and public welfare. 

Beyond District Administration

The shift is not confined to district administration. The government has also entrusted women officers with several other important responsibilities. 

Roma Srivastava has been appointed Chief Executive Officer of District Panchayat Surguja. Akansha Shikha is the Director of Sports and Youth Welfare, and Leena Kosam is the Commissioner of the Durg Municipal Corporation.

The State has also designated 2026 as ‘Mahatari Gaurav Varsh’, underscoring its focus on women's empowerment.

What makes the trend noteworthy is that women officers are increasingly being assigned core administrative responsibilities rather than being concentrated in departments traditionally associated with women and social welfare. District administration, revenue, urban governance, public administration, and other crucial areas are now increasingly seeing women in leadership roles.

Inclusive Administration

The shift also carries significance beyond bureaucratic numbers. Women collectors and senior administrators serve as visible examples of women exercising authority and taking decisions that affect the everyday lives of citizens. Their presence can provide young women across the State with tangible role models and reinforce the idea that public administration and civil services are fields open to them.

For Chhattisgarh, the change comes as the State seeks to move beyond the shadows of conflict and insecurity. The growing role of women in governance adds another dimension to that transition - one centred on institutional leadership, participation, and inclusive administration.

The trend suggests that women’s empowerment is increasingly being reflected not only through welfare initiatives and policy announcements, but also in who occupies the offices where government decisions are implemented on the ground.
