EPFO Raises Wage Ceiling: Social Security Net Now For 51L More Employees

The Union Cabinet has approved raising the wage ceiling for mandatory coverage under the EPFO from ₹15,000 to ₹25,000 per month. Such a coverage enhancement comes after about 12 years

The Union Cabinet on Wednesday increased the wage ceiling for mandatory Employees' Provident Fund Organisation (EPFO) coverage to ₹25,000 a month, a development that will bring in about 51 lakh additional employees under the net.

The wage ceiling was last increased in 2014 to ₹15,000.

Although the increase in the wage ceiling will reduce the take-home salary of employees who will be added to the coverage, they will benefit in terms of social security coverage. The cost will go up for corporates, which will be required to deposit a matching amount with the EPFO towards the provident fund of employees.

The decision of the Union Cabinet will also provide benefits under the Employees’ Pension Scheme (EPS) and Employees’ Deposit Linked Insurance Scheme (EDLI).

The revised ceiling will be effective from 17 September 2026.

The government estimates an additional annual expenditure of ₹11,339 crore, with the five-year expenditure projected at ₹56,696 crore. The EPFO wage ceiling was last revised in 2014, when it was raised from ₹6,500 to ₹15,000.

Briefing the media about the Cabinet decision, Information and Broadcasting Minister Ashwini Vaishnaw said the EPFO wage ceiling remained unchanged throughout 2004 to 2014, before being substantially enhanced to ₹15,000 per month in September 2014. It will now be ₹25,000 per month.

EPFO Active Members

EPFO currently has over 7.5 crore active members contributing to its provident fund, pension, and insurance schemes each month, according to the Labour Ministry. The latest government data therefore puts the existing active/contributing membership at roughly 7.5 crore, before the proposed expansion of mandatory coverage by over 51 lakh employees.

With more members joining the scheme, the corpus will grow proportionately. Currently, EPFO manages a corpus of ₹31.2 lakh crore.

The government has said the revision is intended to bring the statutory wage ceiling closer to prevailing wage levels and expand formal social security coverage.

“The catchword here is ‘statutory obligation'. Now, employers must mandatorily provide PF to employees within the coverage bracket, i.e., up to a ₹25,000 salary,” says a senior EPFO official. “This is a continuing process. The delay in revising the coverage would have been because this process directly impacts companies' fund outflow,” the official further said.

Increasing the wage ceiling significantly impacts pension funds by widening formal social security coverage. This move could increase employment formalisation and strengthen long-term retirement savings.
