The Appointments Committee of the Cabinet (ACC) has approved extensions of temporary upgradation for key administrative posts held by six IAS officers, including the Chairperson of the Staff Selection Commission (SSC), the Director General of the National Productivity Council (NPC), and officers serving in the Union Home Ministry, President’s Secretariat, Cabinet Secretariat and Department of Animal Husbandry and Dairying.

According to the order issued by the Department of Personnel and Training (DoPT) on October 22, 2026, the post of SSC Chairman, presently held by S. Gopalakrishnan, IAS (Tamil Nadu cadre, 1991 batch), will continue to be temporarily upgraded from Additional Secretary to Secretary level until October 31, 2027.

Similarly, the post of Director General, National Productivity Council, under the Department for Promotion of Industry and Internal Trade (DPIIT), held by Neerja Sekhar, IAS (Haryana cadre, 1993 batch), will remain upgraded from Additional Secretary to Secretary level until December 31, 2027.

The ACC has also approved the extension of temporary upgradation of four Joint Secretary-level posts to Additional Secretary level. These include the post held by Nitesh Kumar Vyas, IAS (Madhya Pradesh cadre, 1996 batch), in the Ministry of Home Affairs, whose arrangement has been extended until November 7, 2027.

In the President’s Secretariat, the temporary upgradation of the post held by Ane cta C. Meshram, IAS (Uttar Pradesh cadre, 1996 batch), has been extended until June 13, 2027. In the Cabinet Secretariat, the arrangement for Rahul Sharma, IAS (Jharkhand cadre, 1998 batch), will continue until October 26, 2027.

The sixth officer covered by the order is Varsha Joshi, IAS (AGMUT cadre, 1995 batch), whose post in the Department of Animal Husbandry and Dairying, under the Ministry of Fisheries, Animal Husbandry and Dairying, has been temporarily upgraded from Joint Secretary to Additional Secretary level for the period from December 5, 2026, to July 26, 2027. The arrangement is scheduled to take effect on the specified date.

Administrative significance

The order reflects the Centre’s continued use of temporary post upgradation to accommodate senior-level responsibilities across key ministries and institutions. The extensions provide continuity at Secretary and Additional Secretary levels for specified periods.

However, the decision should not be interpreted as a regular promotion or permanent cadre restructuring. The ACC order specifically concerns temporary upgradation of posts and extensions for defined terms; it does not, by itself, establish a change in the officers’ substantive cadre status or regular rank.
