In a move to strengthen bureaucracy at the middle level in the Union government, the the Department of personnel & Training (DoPT) on Wednesday approved the empanelment of 41 officers from multiple services, batches and cadres for appointments at the Joint Secretary or Joint Secretary equivalent level.
The decision was announcd after the Appointments Committee of the Cabinet (ACC), chaired by Prime Minister Narendra Modi cleared the list.
Notably, the names were cleared by the ACC on Tuesday, which were announced on Wednesday. The empanelment enables these officers to be considered for senior policymaking roles at the Centre, marking an important milestone in their respective careers.
The empanelled officers belong to a diverse set of services, including the Indian Administrative Service (IAS), Indian Police Service (IPS), Indian Revenue Service (IRS), Central Secretariat Service (CSS), Indian Railway services and the Indian Audit and Accounts Service.
The move reflects the Centre’s ongoing efforts to bring experienced officers from diverse services into key decision-making positions in the Union government.
Among the two IAS officers, who are empanelled, include 2005-batch Gujarat cadre officer Vikrant Pandey and Neha Bansal, an officer of 2010-batch from AGMUT cadre.
Maximum among the officers belong to the IPS, as 14 of them have been empanelled. Among them three are from 1998-batch and they include Vikas Kumar Arora from Haryana cadre, Sajid Farid Shapoo from madyya Pradesh cadre and Ratn Sanjay Katiyar from Bihar cadre. One officer from Assam-Meghalaya cadre Deepak Kumar Kedia from the 1999-batch has been empanelled. From 2000-batch too only Tarun Kumar from Kerala cadre has found his name in the list.
Two officers each from the 2001 and 2003 batches got the empanelment, as Praveen Kumar (2001: UP), Najmul Hoda (2001: TN), Sidhartha Shashni (2003: KL) and Amit Kumar Singh (2003: TN) received elevation. There are five officers are from 2004-batch and they include N Gnanasambandan from AGMUT cadre, Karunakaran from AGMUT cadre, Sonal Mohan Agnihotri from Himachal Pradesh cadre, Irshad Wali from Madhya Pradesh cadre and C Mageswari from Tamil Nadu cadre
There are eight IRS officers, who have been picked for the empanelment, are Sheodan Singh Bhadoriya of 2000 batch, Krishna Gopal Goyal, Neetika Bansal and Vivek Sharma, all from 2003 batch, while from the 2004 batch include KC Selvamani, Prajna Paramita and Rishpal Bedi.
The officers belonging to the CSS include those who were accorded Senior Selection (Director) Grade Select List (SSGSL) in 2020 and 2021. Among those who were given the SSGSL grade in 2020 include Anita Tripathi, Ashish V Gawai, GS Chitra, Jitendra R Gaikwad and Shobana Pramod. Of the 2021 batch include Anandi Venkateshwaran, Jitender K Mehan, Kanwar M S Khalsa and Pavenash Kumar Sharma.
From the Indian Railway Service, the officers are two Indian Railway Accounts Service (IRAS) - Bikram Singh Gill (2005) and Deepa Kotnis (1999). Three are from Indian Railway Traffic Service (IRTS) and they include Anurag Pateria (2005), M Yelvender Yadav (2005) and Swarna Ramesh Babu (2005).
Among the Indian Audit and Accounts Service (IA&AS) are Satish Sethi (2000), Shailesh Kumar Jakhotiya (2003) and Kartikaye Mathur (2004).
