CBDT promotes 6 senior IRS officers to Chief Commissioners of Income Tax rank

The Central Board of Direct Taxes (CBDT) has issued an order promoting six senior Indian Revenue Service (IRS) officers of 1992-batch to the rank of Chief Commissioners of Income Tax (CCIT) for the panel year 2025, with effect from June 1, 2025.

According to the CBDT order, a copy of which is with The Secretariat, the promotions and appointments of the officers are part of routine cadre restructuring and are aimed at strengthening top-level leadership within the Income Tax Department.

The officers, who have been promoted and posted as Chief Commissioner Income Tax (OSD) pending final orders, include IRS officer Rajarshi Dwivedy, IRS-IT officer Vasundhara Upmanyu, IRS officer Manisha Chandra, IRS officer Dr Sibichen K Mathew, IRS officer Anand Kumar Kedia and IRS officer Sant Saran Mantri.

The CBDT said, until their formal postings are notified, the newly promoted officers will serve as CCIT (Officer on Special Duty – OSD) in their respective regions. This is a standard administrative practice used by the CBDT during transitional phases following elevation to senior ranks, it added.

All six officers are seasoned tax administrators and have held various senior-level positions in the Income Tax Department and contributed in formulating tax policy, enforcement and taxpayer services across the country.

The move on the part of the CBDT in elevating the officers is seen as the government’s ongoing strategy to strengthen leadership and policy execution at the top administrative level in the Income Tax department, especially as it continues to focus on widening the tax base, increasing compliance and enhancing digital governance.
