Anurag Jain’s NITI Aayog Assignment Signals Centre’s Infra, Investment Push

Jain, a 1989-batch IAS officer of the Madhya Pradesh cadre, takes over the assignment with the government's premier policy think tank after serving as Chief Secretary of Madhya Pradesh since October 2024. His tenure in the state was scheduled to end on August 31. The Appointments Committee of the Cabinet (ACC) approved his appointment for a two-year term, effective from the date he assumes charge.

Jain’s appointment is widely seen as a strategic choice by the Narendra Modi government, given his long association with key infrastructure and investment portfolios at the Centre. Over the years, he has handled some of the government's most critical assignments, particularly in sectors that have remained central to the Prime Minister's economic priorities.

Experience In Flagship Initiatives

Before returning to his cadre state, Jain served as Secretary in the Ministry of Road Transport and Highways for nearly 18 months, from April 2023. Earlier, he headed the Department for Promotion of Industry and Internal Trade (DPIIT) under the Ministry of Commerce, from September 2021 to April 2023, overseeing flagship initiatives for improving ease of doing business and attracting investments.

Senior bureaucrats say Jain is a result-oriented administrator with strong execution capabilities. Officials familiar with his tenure in the Road Transport Ministry say he played a pivotal role in monitoring the implementation of highway projects while maintaining close coordination with the Prime Minister's Office (PMO). The Ministry, headed by Union Minister Nitin Gadkari, has been one of the government's flagship departments, driving India's massive infrastructure expansion.

Jain is also regarded as one of Modi's trusted bureaucrats. His stint as Joint Secretary in the PMO between 2011 and 2015 spanned the transition from the UPA government to the NDA government, giving him rare continuity at the highest levels of government. Earlier in his career, he served as Secretary to then Madhya Pradesh Chief Minister Shivraj Singh Chouhan, reinforcing his reputation as an officer who enjoyed the confidence of political leadership both in the state and at the Centre.

Educational Qualification

Jain is an IIT-Kharagpur alumnus with a B.Tech (Honours) in Electrical Engineering. He also earned a Master's degree in Public Administration from the Maxwell School in the US. During the initial phase of his administrative career, he served as the Collector of Mandla, Mandsaur and Bhopal, gaining extensive field experience before moving to key policy assignments.

His appointment also ends the leadership vacuum at NITI Aayog following the completion of B.V.R. Subrahmanyam's extended tenure earlier this year. Senior IAS officer Nidhi Chhibber, Director General of the Development Monitoring and Evaluation Office, had been serving as interim CEO after Subrahmanyam demitted office.

Reconstitution Of NITI Aayog

The government had reconstituted the NITI Aayog in April this year. Ashok Kumar Lahiri, former Chief Economic Advisor to the Government of India and a member of the 15th Finance Commission, was appointed as Vice-Chairman along with five full-time members, including noted economist K.V. Raju, Director of AIIMS M. Srinivas, and Abhay Karandikar, Secretary, Department of Science and Technology, besides Gobardhan Das, Director of the Indian Institutes of Science Education and Research, Bhopal. Rajiv Gauba remained the only member who was part of the previous team.

Jain assumes charge at a crucial juncture for NITI Aayog. The institution steers the government’s long-term economic strategy, coordinates policy implementation with states and drives the ambitious Viksit Bharat 2047 vision. His appointment underscores the Centre's intent to maintain policy continuity while accelerating infrastructure creation, industrial growth, and investment-led economic expansion.
