CSS officers, Deputy Secretary selection grade, DoPT order

The Department of Personnel and Training (DoPT) has approved the inclusion of 11 Grade-I (Under Secretary) officers of the Central Secretariat Service (CSS) in the Selection Grade (Deputy Secretary) Select List for 2026. The order, dated October 26, 2026, conveys the President’s approval and follows the department’s earlier order dated September 29, 2026. The development marks another step in the career progression of CSS officers serving across various Central Government ministries and departments.

Officers Serving Across Key Ministries

The officers included in the list are Reema Sharma, Bikramjit Choudhury, Anil Kumar Gupta, Rahul Dwivedi, Madhukar Pandey, Sanjeet Kumar Bhagat, Amarendra Kumar Sinha, Mohan Lal, Rajesh Kumar Yadav, Pankaj Gangwar and Amita Gupta. They are currently associated with departments and ministries including Agriculture and Farmers Welfare, Food and Public Distribution, Culture, Cooperation, Personnel and Training, Economic Affairs and Posts. Some of the officers are presently serving on deputation.

Posting Arrangements Differ Across Officers

The order specifies different posting arrangements depending on the officers’ current service status. Reema Sharma, Rahul Dwivedi and Madhukar Pandey are serving on deputation, and their postings will be decided upon their return. Anil Kumar Gupta, Amarendra Kumar Sinha, Mohan Lal, Rajesh Kumar Yadav and Amita Gupta will be retained in their present cadre units. Bikramjit Choudhury is listed for the Ministry of Home Affairs, Sanjeet Kumar Bhagat for the Ministry of Minority Affairs, and Pankaj Gangwar for the Department of Revenue.

Why the Decision Matters

Inclusion in the Selection Grade is an important stage in the career progression of CSS officers towards Deputy Secretary-level responsibilities. Officers at this level contribute to policy formulation, inter-ministerial coordination and the implementation of government decisions. However, inclusion in the selection list should not automatically be interpreted as an immediate change in posting. The officers’ actual placement will depend on the administrative arrangements specified in the order, including cadre status and the completion of deputation where applicable.
