The much-awaited "power shift" in the national capital is expected to happen over the next few days, as the Prime Minister's Office is likely to relocate from its South Block office to the new Seva Teerth complex.
The relocation of the PMO is happening after more than seven decades. Sources said that the PMO, the Cabinet Secretariat, and the National Security Council Secretariat are likely to move to the new location after Makar Sankranti (January 14).
Sources also indicated that the Prime Minister is expected to move into the new office complex after January 14.
Makar Sankranti is a Hindu festival celebrating the Sun's northward journey (Uttarayan), from the zodiac of Sagittarius to Capricorn (Makar). The date is considered auspicious by Hindus and other communities in the country, symbolising renewal with traditions like holy dips and exchanging sweets to foster spiritual growth.
Seva Teerth, earlier known as the Executive Enclave complex, is part of the Union government’s redevelopment of the Central Vista area.
Sources stated that the new PMO has been designed as a workplace designed to reflect the spirit of service, and where national priorities take shape. "The idea of governance is moving from satta to seva, and from authority to responsibility," sources added.
Once completed, the Seva Teerth complex will have three buildings, one each for the PMO, the Cabinet Secretariat, and the NCSC. The new building complex has been designed as a modern workspace like the Kartavya Bhavan.
The complex has been constructed by Larsen and Toubro for the Central Public Works Department (CPWD), which had awarded the contract in 2022. A new residence for the Prime Minister is also under construction nearby.
Announced in 2019 by the Narendra Modi government, the Central Vista redevelopment project has been developed under the Ministry of Housing and Urban Affairs. The project includes the construction of the new Parliament building, which was completed in 2023, the Vice-President’s Enclave, which was completed in 2024, and 10 new Common Central Secretariat buildings (of which the first three have been constructed and named Kartavya Bhavan in 2025).
The government planned to move the PMO, Cabinet Secretariat and NSCS to a highly secure and modern Seva Teerth building complex. Earlier, the Cabinet Secretariat was functioning from the premises of the Rashtrapati Bhavan, while the NSCS was from Sardar Patel Bhavan on Parliament Street.
Sources said that under Narendra Modi, the governance spaces have been reshaped to reflect kartavya and transparency. Every name, every building, and every symbol now points to a simple idea.
These changes mark a deeper ideological transition. Indian democracy is choosing responsibility over power and service over status. It was pointed out that Rajpath had earlier been renamed as Kartavya Path.
The Prime Minister’s official residence was renamed Lok Kalyan Marg in 2016. Raj Bhavans across the country are also being renamed to Lok Bhavans.
