The newly constructed Prime Minister's Office (PMO) has been christened "Seva Teerth". The PMO is soon likely to be moved out from its decades-old South Block premises to the new location. The new building complex, which is in the final stages of completion, was earlier known as the "Executive Enclave" under the Central Vista Redevelopment Project. The neighbouring Seva Teerth-2 and Seva Teerth-3 will serve as the new Cabinet Secretariat and the Office of the National Security Advisor, respectively.
Sources said that the new PMO has been designed as a workplace that reflects the spirit of service, where national priorities take shape, promoting the language of seva, kartavya, and citizen-first governance. "The idea of governance is moving from satta to seva, and from authority to responsibility," the sources said.
Under Prime Minister Narendra Modi, the spaces of governance have been reshaped to reflect kartavya and transparency. Every name, every building, and every symbol now point to a simple idea: the government exists to serve.
Earlier, Rajpath was renamed as "Kartavya Path". A landmark street now carries a message. Power is not an entitlement. It is a duty.
Similarly, the Prime Minister’s Official Residence was renamed "Lok Kalyan Marg" in 2016, a name that conveys welfare, and not exclusivity. It is a reminder of the work that lies ahead for every elected government, sources said.
As part of this, Raj Bhavans across the country are being renamed as Lok Bhavans, too.
Under the current dispensation, the nation's public institutions are undergoing a quiet but profound shift - a cultural and moral transformation, instead of just an administrative one.
The Central Secretariat has been named "Kartavya Bhavan", a vast administrative hub built around the idea that public service is a commitment.
These changes mark a deeper ideological transition. Indian democracy is choosing responsibility over power, and service over status.
A shift in names is also a shift in mindset, the government feels.
