In a move to strengthen the administrative architecture in the Department of Pharmaceuticals and the Ministry of Skill Development and Entrepreneurship, the Centre has placed two Indian Administrative Service (IAS) officers in the rank of Deputy Secretary and Director.
As part of the Central Staffing Scheme, the Department of Personnel & Training (DoPT), in separate orders, appointed 2014-batch AGMUT cadre IAS Kinny Singh as the Deputy Secretary in the Department of Pharmaceuticals, while Harikesh Meena, a 2012-batch IAS officer of Himachal Pradesh cadre, was posted as the Director in the Ministry of Skill Development and Entrepreneurship.
The appointments reflect the government’s intent to place experienced state cadre officers in the various Ministries.
Singh, who has been appointed for a fixed tenure of four years or until further orders, whichever is earlier, was previously recommended for Central deputation by the Union Ministry of Home Affairs (MHA), the cadre-controlling authority for the AGMUT. She is currently holding the post of Member (Administration) in the Delhi Jal Board.
Before taking over the post in the Delhi Jal Board, Singh also held the positions of Special Secretary (Health); Secretary, Public Grievance Commission; Project Director, Delhi State AIDS Control Society; and District Magistrate of West Delhi.
Singh holds a Bachelor of Homoeopathic Medicine and Surgery (BHMS) degree. She had completed a course in Internal Medicine from the University of Delhi.
Before her Delhi postings, Singh also served extensively in Arunachal Pradesh, where she gained recognition for public administration initiatives, including the Prime Minister’s Award for Mission Indradhanush Performance, during her tenure as the Deputy Commissioner of East Siang district.
Meena has been appointed as the Director in the Ministry of Skill Development and Entrepreneurship for a tenure of five years. He is currently serving as the Special Secretary in the Youth Services and Sports Department of the Himachal Pradesh government.
Meena brings both engineering and district administration experience, as he is a graduate from IIT Kanpur in Electrical Engineering. Meena has served in several important roles, including as the Deputy Commissioner of Hamirpur; the Deputy Commissioner of Chamba; Director (Personnel), Himachal Pradesh Power Corporation Limited; Special Secretary (PWD and I&PH); the Additional Deputy Commissioner, Mandi; and the Sub-Divisional Magistrate (SDM), Nalagarh.
