Vikas Anand Is New Secretary In Delhi CMO

The 2002-batch AGMUT cadre IAS officer brings vast experience to Rekha Gupta's CMO, having previously served in the MHA and the Home Department of the Delhi government, besides education and water departments of the city administration

In a move which will have substantial impact on the administration by the newly-appointed Chief Minister of Delhi, Rekha Gupta, the state Lieutenant-Governor Vinai Saxena has appointed 2002-batch IAS officer of AGMUT cadre, Vikas Anand, as Secretary in the Chief Minister’s Office (CMO).

The order dated April 7, a copy of which is with The Secretariat, states: “Lt Governor is pleased to order transfer/posting in respect of IAS Vikas Anand (AGMUT:2002) on joining the Government of National Capital Territory of Delhi (GNCTD) as Secretary to the Chief Minister.

Prior to this appointment, Anand was on central deputation, as the CEO of the National Land Monetisation Corporation (NLMC) under the Department of Public Enterprises (DPE).

Anand’s appointment is the second key posting in the CM Rekha Gupta-led CMO. On February 27, Madhu Rani Teotia, a 2008-batch IAS officer of the AGMUT cadre, was roped in as Secretary to the Chief Minister, along with 2011-batch AGMUT cadre officers Sandeep Kumar Singh and Ravi Jha, who were appointed Special Secretaries in the CMO.

Bureaucratic circles are abuzz with talks about the wealth of experience Anand brings to Delhi's governance. He had earlier served as Special Secretary (Education) during the tenure of the Arvind Kejriwal-led Delhi government. His contributions to reforms in government schools and successful implementation of the state’s education policy were integral to the AAP’s flagship programmes.

For three years between 2020 and 2023, the IAS officer had also served as Additional CEO of the Delhi Jal Board (DJB), where he managed key projects related to water supply and sewage management. His tenure was marked by significant progress, along with challenges like periodic water scarcity and rising pollution. 

Having also worked as Private Secretary to former Union MoS for Home Kiren Rijiju, Anand brings with him the knowledge of functioning of the MHA. He also served in the Home Department of the Delhi government as Special Secretary, and worked closely with the Delhi Police. 

Given his experience, Anand is expected to play a critical role in implementing CM Gupta’s directives and enhancing the functioning of the CMO.
