Speculations Rife Over Replacement Of Secretary, Ministry Of Petroleum & Natural Gas

As the incumbent Pankaj Jain has been nominated as the Member Secretary of the 8th Central Pay Commission, official sources say a process will soon be initiated for a high-stakes replacement

Speculations over the replacement of Pankaj Jain, the current Secretary of the Ministry of Petroleum & Natural Gas, have gained strong traction in the corridors of power since the 1990-batch Assam-Meghalaya cadre IAS officer has been nominated as the Member Secretary of the 8th Central Pay Commission (CPC).

According to government sources, a high-stakes replacement process will soon be initiated, particularly in the backdrop of prevailing geopolitics and the US administration's pressure on India not to buy crude oil from Russia.  

In the meantime, Jain continues to hold the position and actively participates in the Ministry affairs and industry conferences.

Though it is too early to say who among the senior IAS officers could replace Jain, the sources said that the government would look for a high-profile administrator, who has a good understanding of the domestic and international energy market.

Sources say 1994-batch IAS officer of Bihar cadre, Atish Chandra, may be picked for the post for his exposure to the sector while being a Special Secretary in the Prime Minister’s Office.    

Top Bureaucrats In The Fray

His batchmate, Sarangi Kumar Sarangi, an IAS officer from Odisha cadre, who currently serves as the Secretary, Ministry of New and Renewable Energy, may also be a pick, given his expertise and exposure.

The incumbent Power Secretary, Pankaj Agrawal, a 1992-batch IAS officer from the Madhya Pradesh cadre, may be shifted to the Ministry of Petroleum & Natural Gas for his intricate ability to deal with energy-related policy matters, the sources said.  

Influencing Factors

Another section in the corridors of power feels that a number of other factors could influence the selection of the new Secretary in the Ministry of Petroleum & Natural Gas, as they said that the search could also favour officers with deep sectoral experience in oil and gas, refining, regulatory or energy policy, and the residual service time to deliver on long-term priorities.

According to them, candidates from within the Ministry could be considered. They said that one of the long-tenured Additional Secretaries, Praveen Mal Khanooja, who continues in a key post, might also be considered.

Leadership Change

Meanwhile, the potential leadership change is being closely watched by industry experts and stakeholders, as the new appointee will steer the Ministry at this crucial juncture of domestic challenges and global market dynamics.

This also comes against the backdrop of high-profile vacancies being reported within the Bharat Petroleum Corporation Limited (BPCL) and the Gas Authority of India Limited (GAIL).

The Secretary of Petroleum & Natural Gas plays a pivotal role, including overseeing exploration, refining, distribution, imports, and the regulation of oil and gas in India.
