Six 1991-Batch IRS Officers Elevated To Apex Scale 17 In Pay Matrix

In a major move to further strengthen leadership in the tax administration of the country, the government has issued orders empanelling six senior Indian Revenue Service (IRS) Customs and Indirect Taxes officers of the 1991 batch to the rank of Principal Chief Commissioner/ Principal Director General.

According to the orders issued by the Department of Revenue under the Ministry of Finance, the officers have been elevated to the apex level 17 of the pay matrix. They have been promoted as part of the panel year 2025.

The officers who have been empanelled to the apex scale of the pay matrix include Mayank Kumar, Madan Mohan Singh, Shrawan Kumar, L. Satya Srinivas, Arti A. Srinivas, and Charul Baranwal, and their elevations mark the culmination of over three decades of distinguished service in revenue administration, policy enforcement, and field operations.

Officials said that even as the Central Board of Indirect Taxes and Customs (CBIC) took the formal decision with regard to the promotions of October 8, the orders were issued on Sunday.

They said that the empanelment of these officers in the apex scale of the pay matrix is a strategic administrative move aimed at enhancing efficiency, policy implementation, and high-level decision-making within the indirect tax administration.

The government can now leverage the experience of these officers at the top level in pushing tax reforms and digital compliance frameworks like GST and e-invoicing. They will now play critical roles in ensuring robust oversight and continuity in leadership.

The official orders also confirmed that the officers, who have received elevation, will assume charge of their new posts on an in situ basis, pending regular postings, which will be determined with the approval of the competent authority at a later date.

However, the officers, who are currently on central deputation, may get their promotion entitlement once they return to their parent cadre, as this staggered implementation ensures administrative stability, while aligning cadre postings with evolving departmental needs, the officials said, quoting the Department of Revenue orders.

According to the officials, the promoted officers are expected to contribute significantly to the CBIC’s ongoing efforts to modernise the tax administration, streamline compliance mechanisms, and strengthen enforcement across customs and indirect tax domains, and their strategic placement at leadership positions is considered a prelude to the government’s intent to bring major structural reforms within the indirect tax administration architecture.
