Senior IPS Rajesh Khurana Returns To AGMUT, May Get Delhi Police Posting

In separate orders, two non-IAS officers have been brought on central deputation as Directors in the MHA

The Government of India on Monday brought senior Indian Police Service (IPS) officer Rajesh Khurana of 1994-batch back to his original AGMUT cadre, and placed him in Delhi Police.

In an order, the Union Ministry of Home Affairs (MHA), the cadre-controlling authority, said, “Rajesh Khurana (IPS: 1994: AGMUT) has been posted to the Delhi segment of the joint AGMUT cadre.” 

In March, Khurana had completed his central deputation in the Central Reserve Police Force’s (CRPF) CoBRA unit, in which he was part of the operations against left-wing extremist violence across Madhya Pradesh, Chhattisgarh and Jharkhand.

According to MHA sources, now that Khurana — who has been waiting for fresh orders since March 27 — has been posted to the Delhi segment of the AGMUT cadre, he is most likely to be given a key assignment in Delhi Police. Khurana's service runs till September 2029. 

Prior to joining the CRPF, he had served in Delhi Police and handled complex law and order situations as the Special Commissioner of Police (CP) of the Central Zone, and also worked as the Special CP (Intelligence).

Interestingly, the Delhi CP Sanjay Arora, an IPS officer of the 1988 batch, is scheduled to retire on July 31, 2025, after which, senior positions in Delhi Police is expected to see a reshuffle.

Meanwhile, in a separate order, the Department of Personnel & Training (DoPT) has announced that Indian Railway Administrative Service (IRAS) officer Madhur Aggarwal of the 2009 batch has been brought on central deputation, and is being posted in the MHA as a Director. 

In the order, the DoPT said, “Madhur Aggarwal, IRAS (2009), who was recommended for central deputation by the Ministry of Railways, has been selected for appointment as Director in the MHA, under central staffing scheme, for a period of five years from the date of taking charge of the post, or until further order, whichever event takes place earlier.”

In a similar but separate order, the DoPT also announced bringing Indian Defence Estates Service (IDES) officer Vineet Satyanarayanan Nair of the 2011 batch on central deputation, posting him in the MHA as a Director. 

In the order, the DoPT said, “Vineet Satyanarayanan Nair (IDES: 2011), who was recommended for central deputation by the Ministry of Defence, has been selected for appointment as Director in the MHA, under central staffing scheme, for a period of five years from the date of taking charge of the post, or until further order, whichever event takes place earlier.”

In common refrain to the orders for the IRAS and IDES officers, the DoPT has said that it as per directions of the Appointments Committee of the Cabinet (ACC), they need to join their respective posts within three weeks from the date of their appointment orders, “failing which the process of debarment from central staffing scheme shall be initiated”.
