Senior IPS Officers To Take Charge Of CISF, ITBP, From October 1

Praveer Ranjan, a 1993-batch IPS officer will lead the CISF, while his batchmate Praveen Kumar will head the ITBP. Both appointments have been following the retirements of incumbent DGs R S Bhatti (CISF) and Rahul Rasgotra (ITBP)

In a common order issued late Friday night, the Department of Personnel & Training (DoPT) announced the appointment of 1993-batch IPS officer of the AGMUT cadre Praveer Ranjan to lead the Central Industrial Force (CISF) and Praveen Kumar, a 1993-batch IPS officer of the West Bengal cadre to lead the Indo-Tibetan Border Police (ITBP). 

In the order, the DoPT said, “The Appointments Committee of the Cabinet has approved the proposal of the Ministry of Home Affairs for appointment of Praveer Ranjan, IPS (AGMUT, 1993), presently the Special DG, CISF, to the post of Director General, CISF at the Level-16 of the pay matrix from the date of assumption of charge of the post and up to July 31, 2029, ie., the date of his superannuation, or until further orders, whichever is earlier, vice Rajwinder Bhatti, IPS (BH, 1990), upon his superannuation on September 30, 2025.

In a similar order, the DoPT said, “…appointment of Praveen Kumar, IPS (WB, 1993), presently working as Special Director, Intelligence Bureau, to the post of Director General, ITBP, at the Level-16 of the pay matrix, from the date of assumption of charge of the post and up to September 30, 2030, ie., the date of his superannuation, or until further orders, whichever is earlier, vice Rahul Rasgotra, IPS (MA, 1989), upon his superannuation on September 30, 2025.”

All through his policing career, Praveer Ranjan has earned a reputation of being a strong, principled and strict officer. As Special Commissioner of Police in his cadre force Delhi Police, Ranjan played a crucial and decisive role in significant events like the 2020 Delhi riots and the farmers’ protest. 

The police officer has also distinguished himself for his commitment to police modernisation and community engagement. He served as the Director General of Police (DGP) of Chandigarh for over three and a half years (August 2021 to March 2025).

During his tenure, he introduced several innovative community policing initiatives, which helped enhance police-public relations and contributed to the modernisation of the Chandigarh Police.

Born in Thoubal district of Manipur, Ranjan has a strong academic background with a Master of Public Administration (MPA), Public Policy Analysis, from National University of Singapore (2011-2012), Master of Public Administration (MPA), Public Administration from Harvard University, LLM from National Law University, Delhi, Master’s in Police Management from Osmania University, Master of Arts (MA) in History from Delhi University and a Bachelor of Arts (BA) in History from Delhi University.

Currently posted as the Special Director in the IB under the Union Ministry of Home Affairs, Kumar has long been associated with the country’s intelligence gathering wing, having been promoted to the post of Special Director from Additional Director while in the Bureau. 

Known for his strategic decision-making and vast experience in intelligence gathering operations, Kumar is expected to bring a sharp focus to ITBP’s border management and counter-insurgency efforts along India’s Himalayan frontiers.
