Senior IPS Officer Anand Swaroop Appointed DG (Investigation) At NHRC

With a strong track record in policing and administration, Swaroop is expected to bring seasoned oversight to NHRC’s investigative operations, especially at a time when the institution is emphasising on accountability and human rights enforcement

In a key leadership transition at the National Human Rights Commission (NHRC), senior IPS officer Anand Swaroop of the 1992 batch from the Uttar Pradesh cadre has been appointed as the new Director General (Investigation). 

The appointment, cleared by the Appointments Committee of the Cabinet (ACC) following a proposal by the Union Ministry of Home Affairs, was officially announced by the Department of Personnel and Training (DoPT) late on Tuesday evening. 

Swaroop will take over reins of the NHRC’s investigation wing from R Prasad Meena, a 1993 batch IPS officer of the Assam-Meghalaya cadre, who has been serving in the role since December 7, 2024, He is set to superannuate on July 31, 2025. 

Swaroop’s tenure as DG (Investigation) will begin on or after August 1, 2025, and continue until his superannuation on August 31, 2029, unless further orders are issued.

Currently posted at the Director General of Police (DGP) Headquarters in Lucknow, Anand Swaroop had been awaiting a formal posting since his promotion to the DG rank on May 31, 2025.

His promotion was part of a broader elevation process that also included Ashutosh Pandey (IPS: 1992: UP) and Neera Rawat (IPS: 1993: UP), following the retirement of three senior DG-level officers in the Uttar Pradesh cadre.

While Pandey and Rawat were quickly assigned strategic roles, Swaroop’s appointment was pending, which made the current announcement a significant development in completing the senior IPS leadership reshuffle.
