Research, The Focus Of The New Gujarat Tourism Policy

Before selecting a consulting firm or academic institution, tourism corp to evaluate their financial capacity, experience in government projects, technical presentation and research capability

The Tourism Corporation of Gujarat Limited (TCGL) has decided that, before rolling out its new tourism policy to replace the current one (2021-25) that is expiring this year, it will collaborate with private companies to prepare various research-based study projects for the development of the state's tourism sector, including identifying potential in unexplored destinations. 

The main objective is to attract domestic and international tourists.

A senior TCGL official said that in order to promote tourism, discover new destinations within the state, and create avenues for quality investment in this sector, a panel of consulting firms and academic institutions will be set up. For this, it has invited private firms —  consulting agencies as well as academic institutions engaged in research and studies in the tourism sector — to get empanelled with it.

These organisations and companies will conduct qualitative and quantitative research to strengthen the state’s tourism industry, which will include impact assessment, socio-economic studies, sustainable development, skill assessment, disaster management, as well as innovation-driven studies. Expressions of Interest (EoI) have been invited in two categories: Consulting firms and academic institutions. 

While selecting consulting firms, financial capacity, experience in government projects, and technical presentations will be assessed, the selection of academic institutions will be based mainly on technical presentations and research capabilities.

For consulting firms, TCGL has mandated a turnover of Rs 50 lakh, and to secure at least 70 out of 100 marks. In addition, empanelling will be based on presentations submitted by the institutions. 

The senior official said, “We believe this process will help create a strong panel of research partners, who will contribute significantly in areas like destination development, infrastructure improvement, promotion-publicity, investment facilitation, and policy planning.”

It is noteworthy that Gujarat has unique geographical features. The state offers India’s longest coastline, serene beaches, lush hill stations, diverse wildlife, enchanting art forms, vibrant festivals, islands and mountains, adventure sports, and attractive religious destinations — offering tourists an unforgettable experience. 

Against this backdrop, the tourism industry can contribute more to the state’s economy. Therefore, the government is moving forward towards formulating a new tourism policy. However, for the first time, research studies are being given priority before the policy is drafted.

Gujarat Tourism On An Upswing: 28 Lakh Foreign Tourists In 2024

According to the state tourism department data tabled in the Gujarat Legislative Assembly in March 2025, 18.59 crore tourists visited the state in 2024. The number of tourists increased by 24 per cent in a year. 

State Tourism Minister Mulubhai Bera said that Ambaji had topped in spiritual tourism with 1.65 crore visitors, while Ahmedabad led in business tourism with 2.26 crore visitors. For the first time, 28 lakh foreign tourists visited Gujarat.
