Reallocated J&K Cadre Posted Across AGMUT, Completing State's Reorganisation Into 2 UTs

J&K, Delhi get the highest numbers of reallocated IAS, IPS officers of the 2021, 2022, 2023 batches, after completing their Phase-II training

The reorganisation of the erstwhile state of Jammu and Kashmir in August 2019 into two Union Territories (UTs) — Jammu and Kashmir (J&K) and Ladakh — and their complete integration with the rest of India, has gradually been accomplished.

Soon after the formation of the two UTs, the Centre merged the J&K cadre of All India Services with the Arunachal Pradesh-Goa-Mizoram and Union Territory (AGMUT) cadre to broaden the availability of officers to serve in the two UTs. Existing AGMUT cadre IAS and IPS officers have been transferred to the two UTs to render their services. 

Now, after the successful completion of their Phase-II training, the 2021, 2022, and 2023 batches of IAS and IPS officers of the AGMUT cadre have received their posting orders from the Ministry of Home Affairs (MHA), which is the cadre controlling authority.

These allocations mark the beginning of field assignments for the newly inducted officers, enabling them to begin their administrative responsibilities across different Union Territories, Goa, and two Northeastern states — Arunachal Pradesh and Mizoram.

Among 15 IAS officers, three have been allocated to the J&K segment of the AGMUT cadre, while two IPS officers will also serve in the UT. The Ladakh segment has one IAS and IPS officer each.   

IAS officers who have been allocated the J&K segment of the AGMUT cadre include Prince Kumar (2023), Pallavi Mishra (2023) and Swati Sheemar (2023), while Puja M (2023) will serve in the Ladakh segment.

Similarly, IPS officers Anna Sinha (2022) and Harshal Rajesh Mahajan (2022) have also been allocated the J&K segment, while Rishabh Shukla (2023) has been posted to Ladakh.

Incidentally, Delhi matches J&K in the number of allocations of these IAS officers, with three, all from the 2023 batch. They are Anuja Trivedi, Jarad Pratik Anil, and Piyush Kumar.

Next are two Northeastern states — Mizoram and Arunachal Pradesh, with two each — Tharun Patnaik Madala and Chandrakant Bagoria to Mizoram, and Namneet Singh and Pebika Lego to Arunachal Pradesh.

One IAS officer each has been allocated to Goa (Dabholkar Vasant Prasad), Puducherry (Ankit Kumar), and Dadra & Nagar Haveli and Daman & Diu (Dinesh Kumar Muhal). That leaves Omkar Rajendra Gundage as the only officer in the list who has not been allocated any segment yet. A decision in his case will be taken in due course, officials said. 

Out of the 19 IPS officers of the 2022 and 2023 batches, a maximum of seven have been allocated to the Delhi segment — Melvyn Varghese (2022), Ravinandan B M (2022), Vikas Meena (2022), Shrishti Bhatt (2023), Saurabh A Narendra (2023), Yatin Sharma (2023) and Shivam (2023).

Puducherry has got three IPS officers — U Vibu Krishna (2021), Vinay Kumar Gadge (2022), and Shruti S Yaragatti (2023), while Mizoram has been allocated two — Vivek Kumar Maurya (2022) and Arun Balgotra (2023).

Arunachal Pradesh (Mayank Dubey, 2022), Goa (Shridevi B V, 2023), and Dadra & Nagar Haveli and Daman & Diu (Adarsh Patel, 2023) have got one IPS officer each.
