Raghav Chandra, the retired Indian Administrative Service (IAS) officer of 1982-batch from the Madhya Pradesh cadre, has been appointed Professor of Practice at Indian Institute of Management (IIM), Calcutta in the Academic Group of Public Policy and Management.
Chandra had retired from service on October 31, 2018. At the time, he was holding the post of Secretary in the National Commission for Scheduled Tribes. He had also served as the Chairman of the National Highway Authority of India (NHAI) and the Secretary, Ministry of Housing and Urban Affairs.
In his home cadre state, Chandra had served as the Principal Secretary, Urban Development and Revenue Department of the Madhya Pradesh government, and as Managing Director of the Industrial Development Corporation and Trade and Investment Facilitation Corporation.
The former IAS officer completed his Bachelor of Science in 1978 and Master of Science in 1980 from the University of Delhi. He also holds the degree of the Master in Public Administration from Harvard University, which he completed in 1998.
Chandra is also a Japan-World Bank Merit Scholarship awardee and has served in senior management roles in different organisations affiliated to various state governments and the Union of India, according to his credentials published on the official website of IIM, Calcutta.
He is the author of the acclaimed novels Scent Of A Game and Kali's Daughter and the editor of The Eternal Wisdom Of The Tribes. He was the founder of expert connectivity app CUNSULT and is the Director of the Bhopal Literature and Art Festival that has conducted five successful editions with the participation of more than 200 authors so far.
Alumnus of Harvard University as an Edward S Mason Fellow — where Chandra is reported to have divided his time between the Kennedy School of Government and the Harvard Business School — he has travelled extensively across the world to attend top executive management courses and conferences covering both economic and social sectors.
Currently, he holds the post of Independent Director on private company boards of Welspun Enterprises, J Kumar Infra, GR Infra Highways Management Company, Seamec and JSW Cement. He also advises startups to scale up with government support.
