The government on Wednesday issued an order giving additional charge of the Secretary (Security) in the Cabinet Secretariat to 1989-batch Indian Police Service (IPS) officer of Punjab cadre, Parag Jain, who is currently holding the post of Secretary, Research & Analysis Wing (R&AW).

In the order issued by the Department of Personnel & Training (DoPT) it was stated that “The Competent Authority has approved assignment of additional charge of the post of Secretary (Security), Cabinet Secretariat, to Shri Parag Jain, IPS (PB:89), Secretary, Research & Analysis Wing (R&AW) under Cabinet Secretariat, with immediate effect and till the appointment of a regular incumbent or until further orders, whichever is earlier.”

Jain is a seasoned intelligence officer, who is credited with masterminding the high-stakes Operation Sindoor.

The Appointments Committee of the Cabinet (ACC) had appointed Jain as the R&AW chief in July this year and had replaced Ravi Sinha after his retirement. He is widely regarded as an expert in both human and technical intelligence.

Before being appointed as the R&AW chief, Jain headed the Aviation Research Centre (ARC), an elite wing known for its work in aerial surveillance, SIGINT (signals intelligence), PHOTINT (photo reconnaissance), IMINT (imagery intelligence), and border monitoring.

His operational depth and leadership were most seen in the planning and intelligence behind Operation Sindoor, which targeted nine terror camps in Pakistan and Pakistan-occupied Kashmir (PoK), including the headquarters of Jaish-e-Mohammed and Lashkar-e-Taiba, on May 7.
