In a major shake-up, the Appointments Committee of the Cabinet (AAC) in its meeting on Wednesday cleared the proposal to transfer and appoint as many as 41 officers from across the services as Joint Secretary or the equivalent level in different ministries and departments.
The shake up exercise helps the officials gain fresh perspectives while gaining exposure in new departments and ministries. This is also aimed at improving efficiency.
4 Officers From Gujarat
Among them are four from the Gujarat cadre and they include Indian Administrative Service (IAS) officer Manisha Chandra of 2004 cadre, Saidingpuii Chhakchhuak of 2008 cadre, Krishna Kumar Nirala of 2005 cadre and Supreet Singh Gulati of 2008 cadre.
Chandra has been appointed as the Joint Secretary in the Department of Defence Production, from the date of assumption of the charge of the post for a tenure of five years or until further orders. whichever is earlier.
Chhakchhuak has been appointed as the Joint Secretary in the National Human Rights Commission (NHRC) under the Union Ministry of Home Affairs (MHA) from the date of assumption of the charge of the post for a tenure of five years, or until further orders, whichever is earlier,
Nirala has been appointed as the Joint Secretary in the Ministry of Information & Broadcasting from the date of assumption of the charge of the post for a tenure of five years or until further orders, whichever is earlier.
Gulati has been appointed as the Joint Secretary in the Ministry of Statistics & Programme Implementation from the date of assumption of the charge of the post for a tenure of five years or until further orders, whichever is earlier.
Who Are The Other Officers
Prominent among the officers, who have found their names in the list of new transfer and posting in the JS-level, are 2002-batch Bihar cadre IAS Sanjay Kumar Agarwal, who has been posted in the Department Agriculture and Farmers Welfare, 2007-batch IAS officer of Uttar Pradesh cadre Muthukumaraswamy in the Department of Animal Husbandry and Dairying and 2009-batch IAS officer of Bihar cadre Raman Kumar in the Ministry of Cooperation.
The exercise, while a a routine affair, has mainly outlined ministries and departments that have gained attention under the Narendra Modi government.
Defence Production Gets A push
What is interesting to note is that three of the officials have been posted in Department of Defence Production.
Ishita Ganguli Tripathy (IES: 1999), Manisha Chandra (IAS: 2004: GJ) and Meera Mohanty (IAS: 2005: HP) are among those appointed as JS in the Department of Defence Production.
Sources said that this department gained prominence especially after the recent Operation Sindoor.
Three officers -- S Rakesh Kumar IFoS (UT:2003), Vinay Kumar Singh IRS (C&IT:1997), Saidingpuli Chhakchhuak IAS (GJ:2008) have been assigned responsibilities in the Ministry of Home Affairs, again a ministry that deals with internal security.
Besides officers have been posted in the Animal Husbandry & Dairying department too, something that has been the focus of the Narendra government. Recently Finance Minister Nirmala Sitharaman reviewed the bank credit status to this key segment which comprise micro and small enterprises.
Anbalagan P (IAS: 2004: CG), Sanjay Kumar Agarwal (IAS: 2002: BH), and Muthukumarasamy B (IAS: 2007: UP) have been appointed as Joint Secretaries in the Department of Agriculture & Farmers Welfare.
Ajit Kumar (IAS: 2006: KL) and Amod Kumar (IAS: 1995: UP) have been posted in the Ministry of Electronics & Information Technology, an area which will be keenly monitored amid rapid changes.

5. Alarmelmangai D (IAS: 2004: CG) has been appointed as Joint Secretary, Ministry of AYUSH for a tenure of five years vice Bhavna Saxena (IPS: 1996: AP).
6. Nishtha Upadhyay (IDAS: 1999) has been appointed as Additional CEO, GeM (Government e Marketplace), SPV (Special Purpose Vehicle), Department of Commerce for a tenure of five years vice Prakash Mirani (IRSS: 1989).
7. Vrunda Manohar Desai (IRS IT: 2003) has been appointed as Additional DGFT, (Directorate General of Foreign Trade), Delhi, Department of Commerce for an overall tenure of five years up to 12.04.2027 vice Gangadhar Panda (IRS IT: 1993).
8 Raman Kumar (IAS: 2009: BH) has been appointed as Joint Secretary, Ministry of Cooperation for an overall tenure of five years vice Pankaj Kumar Bansal (IAS: 1997:TN).

17. Chinmay Pundlikrao Gotmare (IAS: 2009: AM) has been appointed as Joint Secretary, Department of Expenditure for a combined tenure of seven years up to 12.04.2028 by temporarily upgrading the post of Director to Joint Secretary for a period of two years.
