Maharashtra Government Constitutes Civil Services Board For IAS Transfer Oversight

Intending to bring in greater transparency, consistency, and institutional oversight in the processes followed in transfers and postings of Indian Administrative Service (IAS) officers in the State, the Maharashtra government has constituted a Civil Services Board (CSB) under the chairmanship of the Chief Secretary to oversee the process.

The General Administration Department of the State government issued a resolution in this regard, which came into being in line with the Central government’s notification pertaining to cadre rules.   

In the resolution, the State government said, the CSB has been established in pursuance of a notification issued by the Union government’s Department of Personnel and Training (DoPT) dated January 28, 2014.

IAS (Cadre) Amendment Rules 2014

The move is also in accordance with the Indian Administrative Service (Cadre) Amendment Rules, 2014, which provide for the constitution of such boards in states to ensure a structured and transparent mechanism for transfers and postings of IAS officers.

According to the resolution, the Chief Secretary to the Government of Maharashtra will serve as the Chairman of the CSB, and it will have a Member, who should be the senior-most Additional Chief Secretary, or the Chairman of the Board of Revenue, the Financial Commissioner, or an officer of equivalent rank and status.

The CSB will also have a Member-Secretary, who should be the Additional Chief Secretary, Principal Secretary, or Secretary (Personnel) in the General Administration Department.

The resolution has further specified that the senior-most officer holding the post of Additional Chief Secretary in a ministerial administrative department in Mantralaya will be nominated as a member of the Civil Services Board.

Key Administrative Departments

Since the State Secretariat (Mantralaya) in Mumbai houses key administrative departments of the state government, the representation from its top bureaucracy will prove to be significant in decision-making related to cadre management.

By aligning with the 2014 DoPT notification and Cadre Amendment Rules, the state government seeks to ensure that cadre management decisions are taken through a professional and rule-based mechanism.
