J&K Counter-Terror Veterans Among 38 IPS Officers Made ADG

The Government on Saturday issued an order empanelling 38 IPS officers of different batches as Additional Director General (ADG) or equivalent positions. 

The DoPT order dated June 14 said, “The Appointments Committee of the Cabinet has approved empanelling of 38 IPS officers of the 1995, 1996 and 1997 batches, for holding ADG/equivalent posts at the Centre.”

The move highlights the Centre’s focus on operationally seasoned leadership, as three senior IPS officers from the erstwhile Jammu and Kashmir cadre have also found place among the empanelled officers. They are Mukesh Singh (1996), Viplav Kumar Choudhary and Vijay Kumar (both 1997).

Their elevation recognises their extensive experience in counter-terrorism, insurgency management and law enforcement in one of India’s main internal security theatres.

Mukesh Singh, who served as ADGP (Jammu Zone), is known for leading high-impact anti-terror operations and fortifying border security.

Viplav Kumar Choudhary has handled critical counter-insurgency responsibilities with a calm and strategic approach.

As former IGP (Kashmir), Vijay Kumar has played a crucial role in neutralising high-value militant targets, coordinating intelligence efforts. 

Their empanelling marks the government’s strategic shift towards leveraging experienced hands for central postings in critical agencies like the National Investigation Agency (NIA), Intelligence Bureau (IB) and the Central Armed Police Forces (CAPFs), besides the Ministry of Home Affairs (MHA). 

The ACC also cleared the names of officers from the AGMUT cadre, including Hargobinder Singh Dhaliwal, Sagar Preet Hooda, and Sharad Agarwal — each of whom has a track record of serving in diverse and challenging terrains.

Apart from J&K and AGMUT cadres, the empanelling features senior IPS officers from nearly all major Indian states, notably Abhinav Kumar, Bhanu Bhaskar, Nayyar Hasnain Khan and K Jayaraman, reflecting a strong and balanced national pool of top police leadership.
