J&K Administration Reshuffles 22 IAS, JKAS Officers To Streamline Decision Making

By placing experienced officers in key departments, the Union Territory aims to enhance operational efficiency in bringing about desired change, in ensuring effective implementation of central and local initiatives

In a significant administrative reshuffle aimed at boosting economic development and supporting tourism and culture, the Jammu & Kashmir administration has ordered the transfer and posting of 22 Indian Administrative Service (IAS) and J&K Administrative Service (JKAS) officers.   

As ordered, the reshuffle took effect immediately and includes appointments to key positions across departments, including Finance, Planning, Tourism, and Culture, reflecting a strategic realignment of administrative leadership in the Union Territory. Senior IAS officers have been appointed in Financial Commissioner and Secretary roles.

Senior IAS officers whose names featured in the transfer list include Ashwani Kumar (IAS, 1992 batch). He has been appointed Financial Commissioner (Additional Chief Secretary), Power Development Department, and also serves as Administrative Secretary in the Mining Department.

Ashish Chandra Verma (IAS, 1994 batch) has been appointed as Financial Commissioner (ACS) in the Tourism Department, and he holds the additional charge of Administrative Secretary in the Agriculture Production Department.

Shailendra Kumar (IAS, 1995 batch) has been made Financial Commissioner (ACS) in the Finance Department, as M Raju (IAS, 2005 batch) has been posted to the post of Commissioner/Secretary in the General Administration Department, and he holds an additional charge of Administrative Secretary in the Health and Medical Education Department.

R Alice Vaz (IAS, 2005 batch), who has recently been transferred from the Delhi segment where she held the post of Chief Electoral Officer (CEO), has been placed to the post of Commissioner/Secretary in the Planning, Development and Monitoring Department. She also holds the post of Administrative Secretary in the Information Department.

Yasha Mudgal (IAS, 2007 batch) has been posted as Commissioner/Secretary in the Cooperatives Department, and Shahid Iqbal Choudhary (IAS, 2009 batch) has been placed as Commissioner/Secretary in the Youth Services and Sports Department.

Piyush Singla (IAS, 2012 batch) has been posted as Secretary of the IT Department, as he also holds the post of Administrative Secretary in the Public Grievances Department.

The reshuffle also includes officers from 2013 to 2019 batches taking over important departmental responsibilities, as Anjali Sehrawat (IAS, 2013 batch) has been given charge of Mission Director of the Jal Jeevan Mission, Nidhi Malik (IAS, 2013 batch) has been posted as Inspector General of Registration, Owais Ahmed (IAS, 2014 batch) as Director in the Skill Development, Sagar D Dattatray (IAS, 2014 batch) as Director in the Food, Civil Supplies and Consumer Affairs, Kashmir.

Similarly, Athar Aamir Ul Shafi Khan (IAS, 2016 batch) has been made Deputy Commissioner, Budgam, Kumar Abhishek (IAS, 2016 batch) has been posted as Deputy Commissioner of Reasi, Akriti Sagar (IAS, 2016 batch) has been made Managing Director of the National Health Mission, J&K with an additional charge of Special Secretary in the Health and Medical Education Department.

Bilal Mohiud Din Bhat (IAS, 2017 batch) has been posted as Deputy Commissioner, Anantnag, Minga Sherpa (IAS, 2017 batch) as Deputy Commissioner, Udhampur, Syeed Fakhrudin Hamid (IAS, 2017 batch) as Deputy Commissioner, Baramulla, Harvinder Singh (IAS, 2019 batch) as Director, Employment with additional charges of the CEO of the Mission Youth and Mission Director, Mission YUVA and Shahzad Alam (IAS, 2019 batch) as Deputy Commissioner of Kulgam.

Krishan Lal, the only officer belonging to JKAS, has been posted as Deputy Commissioner of Doda.

The administrative reshuffle underscores the J&K administration’s focus on strengthening governance, development and public service delivery. By placing experienced officers in key departments, the Union Territory aims to enhance operational efficiency, streamline decision-making and ensure effective implementation of central and local initiatives.

This reshuffle also brings to the fore the career progression of mid and junior batch IAS officers by giving them opportunities to lead critical departments and administrative units to help the administration in shaping policy outcomes across sectors such as health, education, rural development, employment and civil supplies.
