As files move faster and scrutiny grows sharper, the mood inside Gujarat Secretariat at Gandhinagar swings between urgency and surprise. Here’s a roundup of what is stirring the system.
The state's General Administration Department has launched a new revised scheme for all officers and employees, in which those who give projects with new ideas will be given a reward of six thousand to one lakh rupees. Officers from the village level to the secretariat will be able to participate in it. This scheme has been named “Atal Swaant: Sukhay”. The department has expanded the scope of the scheme and implemented it anew with changes. This scheme, launched to make officers in government departments and boards-corporations work enthusiastically, includes projects such as education reform, improving the nutritional status of mothers and children, preparedness against epidemics, community policing, cyber crimes, road safety, cleanliness at tourist places, recruitment and appointment, police modernisation, Nirmal Gujarat, farmer welfare, weighing and measuring related work, tax management, environment-afforestation, pollution control, public roads and building related works and Lok Adalat. Projects that are completed by August 31st of each year will be eligible for the prize.
After the completion of local body elections in Gujarat, lobbying has begun among officers to secure postings as Municipal Commissioners in the state’s 15 Municipal Corporations. Major transfers and administrative changes are expected this month in the state’s administrative and police departments, and the government will need capable and experienced officers to serve in these urban local bodies. Elections have recently been completed in 9 newly formed Municipal Corporations and 6 older corporations whose terms had expired. Appointments of office bearers and officials will now be made in these bodies. The newly formed Municipal Corporations include Gandhidham, Mehsana, Surendranagar, Porbandar, Anand, Nadiad, Navsari, Vapi, and Morbi. Most of the officers who have begun lobbying for postings in these new corporations are nominated IAS officers. Under these circumstances, significant changes in Gujarat’s urban local governance institutions cannot be ruled out.
Another addition has been made to the series of Chintan Shibirs (brainstorming retreats) being organised across various government departments. Now, Jayanti Ravi, Additional Chief Secretary of the Revenue Department, is organising a Chintan Shibir for her department. This retreat will be held from May 6 to 8 at Trimandir, Adalaj, where discussions will focus on key issues such as land revenue, land records, administrative reforms, and encroachments on government land. The main objective of the Shibir is to make land-related processes more transparent, faster, and citizen-friendly. Along with Revenue Department officials, District Collectors will also participate in the sessions. Notably, to reduce the increasing workload in Collector offices, the department has approved 73 new posts of Multi-Tasking Helpers (two per Collectorate) and 68 outsourcing positions.
The process for nominating officers to the Indian Administrative Service (IAS) cadre in Gujarat has been initiated by the state government, but this time, there has been a delay of four to five months, which has postponed the promotions of officers of the Gujarat Administrative Service (GAS). Although the nomination file had been cleared about a month ago, delays in departmental administrative procedures slowed its submission to the Union Public Service Commission (UPSC). Now, after the clearance of queries, the process is expected to move forward. It is anticipated that the promotion file may be cleared by June, and more than a dozen officers from the state are likely to be nominated to the IAS cadre.
A new concept has been introduced by K.L.N. Rao, the Director General of Police of Gujarat, under which Tourist Police Stations will be set up at key tourist destinations across the state to enhance visitor safety. As per recommendations made during the DG and IG Conference, special tourist police stations will be launched in the first phase in the districts of Gir Somnath, Devbhumi Dwarka, and Dang. Police personnel deployed at these locations will be provided with special uniforms and vehicles carrying a distinctive logo. Dr Rao stated that the initiative aims not only to strengthen law and order but also to create a safe and tourist-friendly environment for both domestic and international visitors travelling to Gujarat.
The Gujarat Administrative Reforms Commission (GARC) has seen another of its key recommendations implemented by the state government with the launch of the Digital Gujarat Portal. Around 20 important citizen services have been made available through this platform. These include services commonly used in daily life, such as income certificates, various official certificates, and ration card-related corrections. It is noteworthy that the Commission has so far submitted more than 100 recommendations to the government, which are being implemented gradually. The Commission has submitted a total of six reports to the state government. However, due to opposition from government employee unions, some major recommendations, such as changes in government office timings, have not yet been implemented.
The voluntary resignations of two promoted IAS officers from the Gujarat government have become a subject of discussion in the Secretariat. Some time ago, Hitesh Koya from the 2008 batch submitted his voluntary resignation while serving as Development Commissioner. Now, another promoted IAS officer from the same batch, D. P. Desai, has also opted for voluntary retirement, choosing to step down seven months before his scheduled retirement. He was serving as the Chief Executive Officer of Ahmedabad Urban Development Authority (AUDA). It is understood that D. P. Desai resigned due to personal reasons. During his tenure, he initiated efforts to incorporate reservations in Town Planning schemes, keeping in view the possibility of hosting international-level sporting events such as the Olympics. He also played a significant role in the extension of the Sabarmati Riverfront development project toward Gandhinagar, further strengthening one of Ahmedabad’s landmark urban initiatives.
Vinod Rao, Principal Secretary of the Forest and Environment Department, is organising a Chintan Shibir (brainstorming retreat) to address pollution control in Gujarat. The initiative aims to gather expert inputs on reducing air and water pollution across the state. Officials from multiple departments, including industry, urban development, transport, climate change, the Gujarat Pollution Control Board, and the Forest and Environment Department, will participate in the deliberations. A review meeting related to the initiative was recently held, during which designated conveners were instructed to submit their reports and presentations by May 25 to the Forest and Environment Department. Notably, earlier Vinod Rao had secured approval for establishing a Forest Review Centre, which is expected to function for the Forest and Environment Department on the lines of the Vidya Samiksha Kendra model.
