In A Reshuffle, Three IRS Officers Made Chief Commissioners

CBDT on Friday issued orders transferring and posting three senior officers of the Indian Revenue Service (Income Tax) in the rank of Chief Commissioner of Income Tax or Director General of Income Tax

According to the Central Board of Direct Taxes (CBDT) circular, while Manisha Chandra has been posted at Udaipur in Rajasthan, Anand Kumar Kedia will now take charge of Delhi, and Rajarshi Dwivedy will be in charge of Surat in Gujarat.

The transfers are part of a routine administrative shuffle, meant to strengthen tax administration across Rajasthan, Gujarat, and Delhi.

The officials in the know told The Secretariat that the CBDT generally makes such reshuffles, for the Department of Revenue in the Ministry of Finance, in order to streamline tax administration and to ensure leadership continuity in these departments.

"Rajarshi Dwivedy, a 1992-batch IRS officer, has been appointed as Chief Commissioner of Income Tax, Surat in Gujarat, whereas Manisha Chandra and Anand Kumar Kedia of the same batch have been posted at Udaipur in Rajasthan and Delhi, respectively," stated the CBDT order.

All three newly appointed officers bring to the table substantial experience in direct tax administration and enforcement. That will come in handy in the execution of regional tax policy and taxpayer services now.

The appointment of these senior IRS officials syncs well with the Income Tax Department's focus on enhancing tax compliance, widening the tax base, and leveraging data-driven insights.

All three officers were promoted to the rank of Chief Commissioners of Income Tax (CCIT) for the year 2025, with effect from June 1, 2025, according to an order issued on May 31.

At that point in time, a few others were also promoted. The list included Sant Saran Mantri, Sibichen K Mathew, and Vasundhara Upmanyu. They are all awaiting their respective new postings currently.

“Until their formal postings are notified, the newly promoted officers will serve as CCIT (Officer on Special Duty-OSD) in their respective regions. This is a standard administrative practice used by the Board during transitional phases following elevation to senior ranks,” the May 31 order said.
