In a move to further strengthen the functioning of the Union Ministries of Education and Chemical & Fertilisers, the government has brought three promising officers on central deputation from as many services, including Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Audit & Accounts Service (IA&AS).

The first among them is a Rajasthan cadre IAS officer, Bhagwati Prasad Kalal of 2011 cadre, who has been selected for the appointment as Director in the Department of School Education & Literacy under the Ministry of Education. Currently, the officer is posted as Director of the Mining & Geology Department, Udaipur, in his cadre state.

In the order, the Department of Personnel & Training (DoPT) said that Kalal has been selected for the appointment under the Central Staffing Scheme and will serve in his new role for a period of five years from the date of assuming charge or until further orders, whichever comes earlier.

In the order, the DoPT has also directed the Government of Rajasthan to relieve Kalal immediately to enable him to take up the central posting without delay.

In the bureaucratic circles, it is said that Kalal brings with him significant administrative experience from the state of Rajasthan, and in his new assignment, he is expected to strengthen the Centre’s policy relating to the education sector.

Another is Himachal Pradesh cadre IPS officer Shalini Agnihotri of 2012 cadre, who has been selected for the appointment as Deputy Secretary in the Department of School Education & Literacy, under the Ministry of Education. She is presently posted as Superintendent of Police of Kangra at Dharamshala, Himachal Pradesh.

In the order, the DoPT said that Shalini was recommended for central deputation by the Union Ministry of Home Affairs, and she will serve in her new role for a period of four years from the date of assuming charge or until further orders, whichever is earlier.

In the DoPT order, the state government of Himachal Pradesh is directed to relieve Shalini from her current duties with immediate effect to facilitate her timely joining.

IA&AS officer Mrinal Chawla of 2014-batch, who was recommended for central deputation by the Office of the Comptroller and Auditor General (C&AG) of India, has been selected for appointment as Deputy Secretary in the Department of Chemicals & Petrochemicals, Delhi, for four years.

According to the DoPT order, the competent authority has approved the appointment of Chawla to the post under the Central Staffing Scheme for a period of four years from the date of taking over charge of the post or until further orders, whichever is earlier.

As per the ACC’s guidelines, officers appointed under the central staffing scheme are required to join within three weeks of the issuance of the appointment order, failing which the process of debarment from the scheme may be initiated, the DoPT said in the orders.
