Gujarat To Map Industrial Growth And Gaps Through Statewide Survey

Survey to focus on job creation, regional growth, and economic development to guide new policy formulation

Before rolling out its next big push for industry, the Gujarat government has decided to pause and assess how well previous efforts have actually worked on the ground. It has given in-principle approval for a wide-ranging survey to evaluate industries that have received benefits under various state policies over the years.

The primary objective of the survey, conducted under the "Impact Analysis of Various Industrial Policies", is to gather data on employment generation, economic growth, and regional development. Additionally, the survey aims to determine the number of industries that benefited from these policies, their current status, and the impact of the benefits received.

Over the past decade and a half, Gujarat has introduced major industrial policies in 2009, 2015, and 2020. With the current policy set to expire in August 2025, officials say this is the right time for a reality check before drafting the next framework. To ensure an objective assessment, the survey will be outsourced to independent agencies.

According to an official order issued by Palak Madiya of the Industries and Mines Department, the state government has allocated ₹2 crore for the impact analysis. Survey staff will be hired through external agencies as needed, and all purchases related to the study will follow the state’s procurement guidelines. The plan has already been included in this year’s general budget and cleared by the Industries Department.

The order further states that the survey will be implemented through a designated nodal agency, with a transparent process in place for selecting the industries to be studied. Equipment and necessary kits will bought via the Government e-Marketplace (GeM) portal. The scheme will also be linked to the CM Dashboard for periodic evaluations, and costs will be tightly capped within the approved manpower budget. Any outsourced services will be used only for the set duration.

A senior official from the Industries Department noted that the decision to engage external experts or institutions was taken to evaluate the effectiveness of the state’s policies and their impact on various sectors, including the economy. The assessment will focus on factors such as job creation, regional development, and overall economic growth. The findings will guide the inclusion of new provisions in industrial policies in future.
