GST Appellate Tribunal: Govt Appoints 33 Technical Members

The move will finally operationalise the Goods and Services Tax Appellate Tribunal (GSTAT), which in turn will facilitate effective dispute mechanism and reduce delays

Centre appoints members for GSTAT

In a move that would operationalise the Goods and Services Tax Appellate Tribunal (GSTAT), the Centre has approved appointment of 33 technical members to hear various appeals under the GST Act and the respective State/Union Territories GST Acts against the orders of the first appellate authority.

Last year the government had appointed Justice (Retd) Sanjaya Kumar Mishra, former Chief Justice of Jharkhand High Court as the President of the GST Appellate Tribunal (GSTAT).

Finance Minister Nirmala Sitharaman administered the oath of integrity and secrecy to Justice (Retd.) Mishra on May 6, 2024. His appointment marked the beginning of tribunal, a crucial body for resolving GST-related disputes.

The Appointments Committee of the Cabinet (ACC) has cleared the appointment of a total 33 Technical Members in the Good and Services Tax Appellate Tribunal (GSTAT) for a period of four years or till the member attains the age of 67 years. 

ACC has appointed two members at Principal Bench, New Delhi. They are A Venu Prasad IAS (Retd) Punjab cadre of 1991 batch appointed as Technical Member (State) while Anil Kumar Gupta IRS (Retd) C&IT 1989 appointed as Technical Member (Centre). Both appointed at Principal Bench, New Delhi.

Besides, the ACC has appointed 31 technical members (Centre) to be placed in 31 state benches of GSTAT.

The GSTAT is the Appellate Authority established under the Central Goods and Services Tax Act, 2017, to hear various appeals under the said Act and the respective State/Union Territories GST Acts against the orders of the first appellate authority. 

The absence of an effective dispute mechanism until now forced several firms and tax payers to take matters to other courts causing delays in resolution and cost escalation.

20. Rajiv Kapoor (Retd IRS: C&IT). At present, Kapoor is serving as Pr Commissioner, Directorate General of Performance Management.

24. Ranjan Kumar Sahoo (Retd IRS: C&IT)

26. Satish Kumar Agrawal (Retd IRS: C&IT)

27. Shaik Khader Rahman (IRS: C&IT). At present, Rahman is serving as Pr. Commissioner, Delhi, CBIC.

28. Sudha Koka (IRS: C&IT). At present, she is serving as Commissioner, National Academy of Customs, Indirect Taxes & Narcotics (NACIN), Palasamundram.
