The government on Monday issued a combined order promoting four non-Indian Administrative Service (IAS) officers to the ranks of Special Secretary, who will be receiving the pay scale of Secretary to the Government of India.
As per the Department of Personnel & Training (DoPT) order, all promotions have been granted in situ by temporarily upgrading the officers' existing posts as a personal measure.
Among those promoted include two officers belonging to Indian Revenue Service (IRS) and one each from Indian Defence Accounts Service (IDAS) and Indian Postal Service (IPoS).
The DoPT in its order said that the Appointments Committee of the Cabinet (ACC) has approved in situ upgradation of 1990-batch IDAS officer Arti Bhatnagar, who is currently holding the post of the Additional Secretary & Financial Advisor in the Ministry of Commerce & Industry as Special Secretary & Financial Advisor in the Ministry.
Similarly, 1990-batch IPoS Trishaljit Sethi, who is holding the post of Director General (Training) in the Ministry of Skill Development & Entrepreneurship, has been promoted while holding the same position in the rank and pay scale of Secretary to the Government of India.
According to the DoPT order, the ACC has also approved promotion of 1990-batch IRS officer Sanjay Prasad as Special Secretary. Prasad is currently holding the position of Additional Secretary, the Department of Expenditure in the Ministry of Finance.
Another IRS officer of 1991-batch L Satya Srinivas, who is currently holding the position of Additional Secretary (Commerce) in the Ministry of Commerce & Industry, has been promoted to the rank of Special Secretary, as he will continue to hold the same post. He will also continue to hold the additional charge of the Chief Executive Officer (CEO) of the Government e-Marketplace Special Purpose Vehicle till the appointment of a regular incumbent or until further orders, whichever is earlier.
