S Radha Chauhan, retired Indian Administrative Service (IAS) officer of 1988-batch from Uttar Pradesh cadre has been appointed full-time Chairperson of the Capacity Building Commission (CBC) for a period of three years from the date of assumption of charge of the post. The government announced the decision on Monday.
Chauhan, who retired as Secretary, Department of Personnel and Training (DoPT) is a seasoned officer with an illustrious career in public service. She has held several senior leadership roles not just at the Centre but also at state levels.
She made a mark particularly in areas such as rural development, urban governance, education, and digital governance. As the CEO of the Government e-Marketplace (GeM), she played a crucial role in designing and implementing the online platform for government procurement. She also served as President and CEO of the National eGovernance Division, contributing to the conceptualisation and implementation of the Digital India initiative.
Since she is known for administrative skills, officials in the DoPT say that Chauhan will bring strategic improvement in the CBC, which has been established under the Prime Minister Narendra Modi’s Mission Karmayogi initiative. The initiative is aimed at enhancing the capacity and the efficiency of India’s civil servants.
The DoPT, in an order dated August 4, 2025, said “The Appointments Committee of the Cabinet has approved the appointment of Ms. S. Radha Chauhan, lAS (UP:1988) (Retd.), a former Secretary, Department of Personnel and Training as Full-time Chairperson in the Capacity Building Commission (CBC) for a period of three years from the date of assumption of charge of the post, or until further orders, whichever is earlier.”
In the same order the DoPT said, it has also been decided to extend the tenure of “Shri Adil Zainulbhai as Chairperson (Part-time) of the Capacity Building Commission (CBC)”with effect from 01.08.2025 till the joining of the regular incumbent, in relaxation of Clause B of the Terms and Conditions of Service of the Chairperson and Members in the CBC, in terms of Clause L”.
The CBC, as an institution, was established in 2021. It plays a critical role in evaluating and guiding capacity-building programs for civil servants under Mission Karmayogi and the leadership in the institution plays a pivotal role in reshaping public administration through learning, digital training platforms, and results-driven performance systems.
