In fresh orders late on Wednesday night, which were made public on Thursday, the Centre has empanelled four officers, each belonging to the Indian Railway Service of Mechanical Engineers (IRSME) and Indian Railway Service of Signal Engineers (IRSSE) to the level of Joint Secretary (JS) in the Government of India.

The fresh orders came just a day after orders were issued to empanel 41 officers from multiple services, batches and cadres for appointments at the Joint Secretary or Joint Secretary equivalent level.

In each of the order the Department of Personnel & Training (DoPT) said, “The Appointments Committee of Cabinet (ACC) has approved empanelment of 8 officers from Indian Railway Service of Mechanical Engineers (IRSME) and Indian Railway Service of Signal Engineers (IRSSE). The newly empanelled officers are now eligible for postings at the Joint Secretary or Joint Secretary Equivalent level at the Centre."

The officers belonging to IRSME are Anant Kumar of the 2004 batch, while three officers are from the 2003-batch including Rajnesh Singh, Romen Rawat and Shashi Kiran. Among the IRSSE officers, three belong to 2002-batch including Amit Mishra, Pratibha Devendra Yadav and Sachin Shukla. Another officer, Manvendra Singh belongs to the 2004- batch.

Incidentally, the empanelment officers belonging to non-IAS cadre enables the government to fill the gaps for want of adequate number of administrative service officers, as they will now be considered for senior policymaking roles at the Centre, marking an important milestone in their respective careers.

The move also reflects the Centre’s ongoing efforts to bring experienced officers from diverse services into key decision-making positions in the Union government.
