Gujarat has assigned senior IPS officer Dr. K. Laxmi Narayan Rao a new responsibility with immediate effect. Rao, currently serving as the Director General of Police (DGP) for Prisons and Correctional Administration in Ahmedabad will take over as the Director General of Police in the CID (Crime and Railways).
According to the order issued by Manojkumar Das, Additional Chief Secretary of the state’s Home Department, Rao, a 1992-batch officer, will continue to hold additional charge of DGP, Prisons and Correctional Administration. This change comes following the retirement of Manoj Agrawal, the DGP of CID Crime.
In August 2025, the Gujarat government had transferred Manoj Agrawal, who was serving as the Director of Civil Defence and Commandant General of Home Guards in Ahmedabad, as DGP of CID (Crime and Railways). Prior to him, the position was held by Dr. Rajkumar Pandian, a 1996-batch IPS officer, but it became vacant in December 2024 after his transfer amidst a political controversy.
A native of Uttar Pradesh, Agrawal faced political allegations of corruption in 2022 while serving as Police Commissioner in Rajkot. Following this, the government formed an inquiry committee under the DGP to investigate the matter, and he was placed on a sideline posting.
However, in the months leading up to his retirement, the government assigned him a prime posting two months before retirement. In July, he was elected President of the IPS Officers Association. Agrawal is also known as a cybersecurity expert.
On the other hand, Dr. K. Laxmi Narayan Rao was promoted to the rank of DGP in April 2024. He holds an M.Sc., Ph.D., and a Postgraduate Diploma in Management (PGPPM) from IIM-Bangalore. Dr. Rao is set to retire in October 2027. He began his IPS career in Gujarat in 1992 and has held various important positions throughout the state. He is recognized as a capable officer with extensive experience in police administration. He has handled multiple responsibilities in Ahmedabad city and the state police organization and possesses deep knowledge of law and order, crime investigation, and prison administration.
