Centre Makes Bureaucratic Changes, Secretary Shailesh Kumar Singh Given Additional Charge

After a major bureaucratic reshuffle at the Special and Additional Secretary level on the last day of 2025, the government late night orders on the first day of the new year made a few more appointments to the posts from Secretary to Director level.
Among the prominent appointments the Department of Personnel Training (DoPT) in an order said that the Appointments Committee of the Cabinet (ACC) has approved giving additional charge of the office of the Secretary, Department of Land Resources to Shailesh Kumar Singh, a 1991-batch Indian Administrative Service (IAS) officer of Jharkhand cadre till the government decides to make a regular appointment. Singh is currently holding the post of the Secretary, Department of Rural Development.
In another order the DOPT said, the tenure of Sheetal Verma, a 2007-batch IAS officer of Uttar Pradesh Cadre, who is currently holding the post of Director of Census Operations (DCO)/Director of Citizen Registration (DCR) in UP under the Ministry of Home Affairs, has been extended for an overall tenure of five years up to August 5, 2026.
The post of Private Secretary at Deputy Secretary level to the Minister for Agriculture & Farmers Welfare and Rural Development Shivraj Singh Chouhan in the Department of Rural Development presently held by Praveen Singh Adhayach (IAS: 2012: MP), has been re-designated as Private Secretary at Director level to the same Minister for a period up to March 25, 2030. He is on central deputation with effect from March 26, 2025.
Praneet Choudhary (IRAS: 2008) has been appointed as Deputy Director General (Director level) in the Directorate General of Shipping, Mumbai under the Ministry of Ports, Shipping & Waterways for a period of five years, the DoPT order said.
Post of Deputy Secretary in the Ministry of Information & Broadcasting presently held by Vikram Singh Malik (IAS: 2012: AGMUT) has been re-designated as Director for a period up to August 28, 2030. He is on central deputation with effect from August 29, 2025.
Post of Deputy Director (Deputy Secretary level) presently held by Dr Anupam Talwar (IDES: 2012), has been re-designated as Deputy Director (Senior) (Director level), in the LBSNAA for a period up to 06.09.2026. His central deputation tenure is w.e.f. 07.09.2020.
The Post of Deputy Secretary in the Department of Rural Development presently held by Alagu Varsini VS (IAS: 2012: TG) has been re-designated as Director for a period up to September 3, 2030. Her central deputation tenure began with effect from September 4, 2025.
Devesh Kumar Mahla (IPS: 2012: AGMUT) has been appointed as Director in the Department of Social Justice & Empowerment for a period of five years, the DoPT said in the order.
Central deputation tenure of Pulkesh Kumar (IRPS: 2011), Director in the Ministry of Health and Family Welfare, has been extended for a period of two years beyond December 21, 2025 and up to December 21, 2027. He is on central deputation with effect from December 22, 2020.
