At a time when Chief Election Commissioner Gyanesh Kumar has aggressively launched training programmes for both grassroots poll officials and workers of political parties, the Centre on Thursday appointed two senior officers as Directors in the Election Commission of India (ECI).
The first Department of Personnel & Training (DoPT) order said that 2011-batch Union Territory (UT) cadre Indian Police Service (IPS) officer Manoj C, who has been recommended by the Ministry of Home Affairs (MHA) for central deputation, is now appointed as Director in the Election Commission, as part of the central staffing scheme.
The IPS officer has been appointed in the ECI for five years from the date of charge, or until further orders, whichever takes place earlier.
In a separate order, the DoPT announced the appointment of 2009-batch Indian Revenue Service (IRS) officer Bindyarani Konthoujam as another director in the ECI.
The Department of Revenue in the Ministry of Finance had recommended her name for central deputation, and she has been posted in the poll panel as part of the central staffing scheme, the order said.
Both officers have been instructed to take up their new assignments at the earliest. The orders said: “It may be noted that as per the Appointment Committee of the Cabinet’s (ACC) direction, conveyed on August 17, 2005, an officer should join the post within three weeks from the date of issue of the appointment notification, failing which, the process of debarment from the central staffing scheme shall be initiated.”
The two officers are expected to bring their respective expertise during election time, by coordinating with the police, and general and expenditure observers, respectively.
