The Appointments Committee of the Cabinet (ACC) has cleared a significant second round of senior-level appointments and promotions across various ministries and departments, signaling a wide-ranging administrative reshuffle at the level of Additional Secretary to the Government of India.
In a release earlier on Friday key secretarial level changes were announced (See: Central Govt Announces Major Bureaucratic Reshuffle).
Second Reshuffle
Among the prominent appointments in this second wave of changes were:
Keshav Kumar Pathak, IAS (BH:90), has been appointed Additional Secretary in the Cabinet Secretariat by temporarily upgrading a Joint Secretary post.
Abhishek Singh, IAS (NL:95), will serve as Director General, National Informatics Centre (NIC), while retaining additional charge as Additional Secretary in the Ministry of Electronics & Information Technology (MeitY).
Bhuvnesh Kumar, IAS (UP:95), has been named Chief Executive Officer of the Unique Identification Authority of India (UIDAI), in the rank of Additional Secretary.
Suman Billa, IAS (KL:96), will now also serve as Director General (Tourism) alongside his role as Additional Secretary, Ministry of Tourism.
Vir Vikram Yadav, IAS (OR:96), returns from the cadre as Additional Secretary, Ministry of Environment, Forest & Climate Change.
Sanoj Kumar Jha, IAS (SK:97), is appointed Additional Secretary, Ministry of Coal.
M.S. Srikar, IAS (KN:99), will replace Puneet Kansal as Additional Secretary in the Cabinet Secretariat after the latter’s tenure ends on April 26, 2025.
Mugdha Sinha, IAS (RJ:99), moves to India Tourism Development Corporation (ITDC) as Managing Director.
Hirdesh Kumar, IAS (AGMUT:99), Deputy Election Commissioner, has been appointed Managing Director, TRIFED under the Ministry of Tribal Affairs.
Ashish Chatterjee, IAS (TN:99), has been appointed Additional Secretary & Financial Advisor, Ministry of Steel.
In the energy sector, Jitendra Srivastava, IAS (BH:2000), will now head REC Ltd. under the Ministry of Power, while N. Saravana Kumar, IAS (BH:2000), takes over as Vice Chairman, Delhi Development Authority.
Finance and internal affairs have also seen key shifts:
Solomon Arokiaraj, IAS (AP:2000), and Abhijit Sinha, IAS (NL:2000), have been elevated as Additional Secretaries in the Departments of Economic Affairs and Home, respectively.
Amitabh Kumar, IRS (C&IT:92), becomes Additional Secretary, Department of Commerce.
Other Appointments
Other appointments included:
Yatinder Prasad, IA&AS:93, is the new Additional Secretary & Financial Advisor, Department of Science & Technology.
Prabhat, IRPS:93, will serve in the Ministry of Information and Broadcasting.
Sanjiv Shankar, IRS (IT:93), is the new Additional Secretary & Financial Advisor, Ministry of Consumer Affairs.
Roop Rashi, IA&AS:94, takes charge as CEO, Khadi and Village Industries Commission.
Vinod Kotwal, IP&TA&FS:94, will serve in the Health Ministry.
Mihir Kumar, IDAS:96, becomes CEO of Government e-Marketplace (GeM).
Amitesh Kumar Sinha, IRAS:97, joins MeitY as Additional Secretary.
Hoveyda Abbas, IA&AS:97, replaces Jaideep Kumar Mishra in the Health Ministry.
In-Situ Upgradations
The ACC also approved in-situ promotions for several officers by temporarily upgrading their existing posts:
