Anand Swaroop Posted In MHA As SSIS, Anupama Nilekar Chandra As DG(I) In NHRC

The government has cleared appointments of senior Indian Police Service (IPS) officers in the Union Ministry of Home Affairs (MHA) and the National Human Rights Commission (NHRC) by filling the post of Special Security Internal Security (SSIS) and Director General (Investigation) respectively.

According to an order issued by the Department of Personnel & Training (DoPT), the Appointments Committee of the Cabinet (ACC) approved these appointments, as 1992-batch IPS officer from Uttar Pradesh cadre Anand Swaroop has been made SSIS in the MHA and the name of 1994-batch IPS officer from Bihar cadre Anupama Nilekar Chandra has been cleared for the post of DG (Investigation), NHRC.

Swaroop, who was earlier holding the post of DG (Intelligence) in the NHRC, is going to replace 1991-batch Bihar cadre IPS officer Praveen Vashishta.   

According to the official order, Swaroop’s tenure as the SSID in the MHA will be till the date of his superannuation on 31 August 2029, which will commence from the date he assumes charge or until further instructions from the government.

The move to place Swaroop in the MHA is seen as the government’s broader plan of administrative adjustment in ensuring central oversight and strengthening internal security architecture, as he brings over three decades of policing experience, including field and central deputation roles.

Known for his disciplined and impartial administrative style, Swaroop has held several prominent positions including holding the DG rank in UP Police, the DG (Investigation), NHRC and also served in the MHA, the Indo-Tibetan Border Police ITBP) and the National Security Advisor’s Secretariat.

Born in Patna, Bihar, Swaroop holds an MA in Economics, an MBA in Finance, LL.B and an M.Phil.

With Swaroop being shifted to the MHA, the government has appointed Chandra, currently serving as Special Director General of the Sashastra Seema Bal (SSB), as the DG (Investigation) in the NHRC. Her tenure will last until 31 March 2031, coinciding with the date of her superannuation.

Chandra has a distinguished career in policing and central paramilitary leadership including Special Director General, SSB, Additional Director General, SSB and the Bureau of Police Research & Development (BPR&D).

She holds a medical degree and completed the prestigious 64th National Defence College (NDC) Course in 2024 for senior military and civil service officers. She is recognised for her operational expertise, particularly in border management and security preparedness.

Meanwhile, in three more appointment related decisions, the ACC cleared a proposal to re-designate the post of Deputy Secretary presently held by 2012-batch Indian Railways Personnel Service (IRPS) Nikhil Dhongri as Director in the National Health Authority, Ayushman Bharat Digital Mission under the Ministry of Health and Family Welfare. He is on central deputation with effect from December 11, 2025.

In another decision the tenure of Sagar Mehra, CSS, Joint Secretary, Department of Fisheries, has been extended for a period beyond March 10, 2026 till the date of his superannuation, which is June 30, 2026 and Deen Bandhu Singh, CSS, Development Commissioner, FALTA Special Economic Zone, has been entrusted with additional charge of the post Development Commissioner (JS level), Special Economic Zone, Noida for a period of six months with effect from November 9, 2025 to May 8, 2026.
