Ahead Of Union Budget, Centre Appoints 2 Senior IRS Officers As CBDT Members

In a major development in the country's direct tax administration architecture, the government has recommended names of two senior Indian Revenue Service (IRS) officers for the appointment as members of the Central Board of Direct Taxes (CBDT), which is the apex decision-making body for collection and administration of Income Tax in the country.

The Appointments Committee Cabinet (ACC) led by Prime Minister Narendra Modi has recommended 1990-batch IRS officers Mona Singh, who is currently holding the post of Principal Director General of Income Tax (Human Resource Development) and Prasenjit Singh, also serving as Principal Director General of Income Tax (Training), as members of the CBDT.     

Officials in the Income Tax department believe that the recommendations mark a key step in  strengthening the leadership framework of the CBDT, which plays a pivotal role in framing direct tax policy and overseeing its implementation across the country. Recommendations of the CBDT on direct taxes will be crucial in the upcominb Union Budget especially amid multiple challenges that the country is facing at present.  

The nomination of Mona Singh and Prasenjit Singh reflects the government’s focus on enhancing institutional leadership, human resource capacity and professional training within the Income Tax Department.

Mona Singh, who currently heads the Human Resource Development division, has been instrumental in modernising personnel management systems, capacity building and digital HR reforms. Her elevation is expected to bring renewed focus on talent management and administrative efficiency within the organisation.

Prasenjit Singh, who is serving as the Principal Director General (Training), has led several transformative initiatives upgrading the professional skills of IRS officers and modernise training infrastructure. His nomination underscores the government’s emphasis on knowledge-driven governance and continuous upskilling of tax officers to align with evolving fiscal frameworks.

By appointing two senior officers in the CBDT, which functions under the Department of Revenue of the Finance Ministry, and is responsible for policy formulation, tax administration and enforcement of direct tax laws across India, the government aims to bring in further reforms in the board- particularly in areas of taxpayer services, compliance monitoring and digital transformation.

The move comes at a time when India’s direct tax collection has seen consistent growth, supported by enhanced compliance, technological advancements, and a simplified tax ecosystem.
