Acting Director Rahul Navin Appointed As Regular Chief Of High-profile Enforcement Directorate

The ED is mandated to probe cases of financial irregularity under provisions of Prevention of Money Laundering Act (PMLA), Foreign Exchange Management Act (FEMA) and Fugitive Offenders Act

Nearly a year after Sanjay Mishra demited office on September 15, 2023, the government on Wednesday issued an order appointing Indian Revenue Service (IRS) officer Rahul Navin of the 1993 batch, who is currently holding the post of acting Director of the Enforcement Directorate, as the new regular chief of the central agency.

The agency is mandated to probe cases of financial irregularity under provisions of Prevention of Money Laundering Act (PMLA), Foreign Exchange Management Act (FEMA) and Fugitive Offenders Act.

The Department of Personnel & Training (DoPT) in an order said, “The Appointments Committee of the Cabinet has approved the appointment of of  Rahul Navin, IRS (IT 93), a Special Director, ED as Director of of Enforcement Directorate for a period of two years with effect from the date of assumption of charge of the post, or until further order, whichever is earlier.”

It is to be noted here that Navin has been holding the charge of the ED as in-charge since the day (September 15, 2023) Sanjay Kumar Mishra, his predecessor, demited office.

Then the government in its order had said that Navin would hold the charge till the appointment of a regular Director or until further orders.

Then the government said, the President “is pleased to order the cessation of tenure of Sanjay Kumar Mishra... as Director of Enforcement in the Enforcement Directorate on 15.09.2023”.

Navin, a notable figure with a solid track record in the service, had been serving as the Special Director of the ED before he was given the charge to head the agency in an ‘acting capacity’.

While appointing him as acting chief of the ED, the government had then granted him pay grade of additional secretary and this had put him in line with the eligibility norm to become the ED Director.

Before his appointment as in-charge Director, Navin had worked closely with Sanjay Mishra, who was giving him experience and insights into the position he was perhaps expected to assume at some stage.

Interestingly, the ED has of late been the target of opposition parties, as the agency has been investigating over 120 political leaders in the country of whom most are from the opposition ranks.
