The Appointments Committee of the Cabinet (ACC) has taken two contrasting decisions on Central Deputation on October 7, 2026. While Pankaj Kumar Singh, IDAS:1994, Additional Secretary, GST Council Secretariat, Department of Revenue, has been granted a six-month extension, Gavali Parag Harshad, IAS (OD:2013), Deputy Secretary in the Ministry of Housing & Urban Affairs, has been prematurely repatriated to his parent cadre.
The ACC has approved the extension of the Central Deputation tenure of Pankaj Kumar Singh, IDAS:1994, Additional Secretary, GST Council Secretariat, Department of Revenue, for another six months.
His tenure has been extended up to March 9, 2027, or until further orders, whichever is earlier.
The extension ensures continuity in a senior position within the GST Council Secretariat, where Singh is currently handling responsibilities at the Additional Secretary level.
In a separate decision, the ACC has approved the premature repatriation of Gavali Parag Harshad, IAS (OD:2013), Deputy Secretary, Ministry of Housing & Urban Affairs, to his parent cadre.
The DoPT Office Memorandum states that he may be relieved of his duties immediately and directed to report to his parent cadre, with the provision of extended cooling-off.
Importantly, the order does not specify any reason for the premature repatriation. Therefore, it would be inappropriate to attribute the decision to any particular administrative or performance-related issue without further official information.
The two ACC decisions underline the contrasting nature of Central Deputation management. While Singh's services have been retained for another six months, Harshad has been sent back to his parent cadre before completion of his deputation.
For the bureaucracy, the key takeaway is that Central Deputation continues to be governed by case-specific administrative requirements, with the ACC exercising discretion both to extend an officer's tenure and to approve premature repatriation.
