8th CPC: Deadline To Submit Employee Data Extended To July 31

The 8th Central Pay Commission (CPC) has extended the deadline for submission of memoranda and employee-related data by Central ministries, departments and Union Territories to July 31, 2026, giving stakeholders additional time to furnish information that will form the basis of its recommendations on pay, allowances and pensions for government employees and pensioners.

The Commission had earlier fixed June 15, 2026, as the last date for uploading the required information through its online data collection portal.

In a circular, the Commission said the extension was necessitated after several ministries, departments and Union Territories informed it that they were unable to complete the compilation and submission of the required data within the stipulated time frame.

“As various ministries, departments and Union Territories have been unable to complete the submission of the requisite data within the stipulated timeline, it has been decided to extend the last date for submission of data through the data collection portal up to July 31, 2026,” the circular said.

Submission Via Online Portal

The Commission has also reiterated that all memoranda and supporting information must be submitted exclusively through its official online portal. It has made it clear that physical copies, emails, Excel sheets, PDF files or submissions through any mode other than the designated portal will not be accepted or considered.

It has directed all nodal officers to ensure that the required information is uploaded within the extended deadline.

Reacting to the development, Manjeet Singh Patel, president of All India NPS Employees' Federation, said, “For the Commission, especially when it is working at full speed, extending deadlines is not an easy decision. Now, it is the responsibility of all Ministries, departments, UTs and Central  Autonomous Bodies to furnish the required data to the Commission at the earliest, so that the Commission can conduct a comprehensive analysis of the actual needs of central government employees, pensioners and other stakeholders … and present fair, practical and far-sighted recommendations for the coming 10 years.”

Data Collection Exercise

As part of its nationwide data collection exercise, the Commission has sought extensive information on the workforce across ministries, departments and other stakeholders. The data being collected includes sanctioned strength, the number of employees in position, vacancies, and attrition trends covering the period from 2023 to 2025.

The Commission has also sought detailed information on retirements, including superannuation, voluntary retirement, compulsory retirement and terminations, along with resignation patterns during the same period. This includes overall resignations, early-career exits and technical resignations.

In addition, ministries have been asked to furnish employee age profiles across different levels, expenditure on salaries and allowances, General Provident Fund (GPF) data, advances paid over the last three financial years, and details of promotions granted under the Modified Assured Career Progression (MACP) Scheme during the past three calendar years.

The Commission is also collecting information on the engagement of individual consultants, retired consultants and other professionals, excluding contractual or outsourced manpower.
