Raisina Hill is where the country's policymaking heart lies. What the mandarins, who sit in the hallowed halls of the early 20th century structure called South and North blocs, decide is the final word in running India.
As one walks down the Hill along the Rajpath, now renamed Kartavya Path, come other edifices — Rail Bhavan, Krishi Bhavan, Shashtri Bhavan, and Kartavya Bhavan on one side and Sena Bhavan, Udyog Bhavan, and Vanijya Bhavan on the other. The bureaucrats who adorn the offices in these buildings decide on India's economic, social, and industrial policies. There are many tales to be told from the corridors of these grandiose buildings. We let you in on some of them here in this week's edition of "Inside Raisina Hill".
Debashish Dhar, a 2010-batch Indian Police Service (IPS) officer who had resigned from the service, has been contesting the West Bengal assembly elections as the BJP has made him the party candidate from Sonarpur Uttar constituency. The ex-Police officer had a brush with the electoral politics in 2024 when his candidature as a BJP candidate in the Parliamentary elections was rejected due to non-submission of his no-dues certificate
It is to be noted here that Dhar had courted controversy during 2021 assembly elections after Central Armed Police Forces opened fire, leading to the death of five voters, including a first-time voter. He had then claimed that the firing was in self-defence as the mob attempted to snatch weapons.
However, he was later removed from the post and placed under suspension. In 2024, his suspension was withdrawn and he was posted as Officer on Compulsory Waiting (OCW), while also facing a probe by the state government. Shortly afterwards, he resigned from service and joined the BJP.
Dhar was then fielded as the party’s candidate from Birbhum in the 2024 Parliamentary elections, but his candidature was rejected following controversy over the non-submission of a no-dues certificate.
Rinku Singh Rahi, a 2022-batch Indian Administrative Service (IAS) officer, has recently resigned from the service alleging that he had been denied a meaningful regular posting for a prolonged period of time.
Attached to the UP-Revenue Board in July 2025 after a video purportedly showing him performing sit-ups while holding ears during a protest by lawyers in Shahjahanpur went viral on social media. He had since then been receiving a salary but denied the opportunity to serve people at large.
Rahi termed his decision to resign from the service as a moral step and alleged that there is perhaps a special kind of punishment reserved for honest officers, who are paid their salary, but no work is assigned to them.
Taking serious note of the alleged video act, the UP government sought a detailed report from the DM on the incident. Following the submission of the report, Rahi was relieved of his duties as SDM and attached to the Revenue Board in Lucknow. Rahi was appointed as the sub-divisional magistrate (SDM) of Puwayan in Shahjahanpur on July 28, 2025. He was removed from his post just 36 hours after assuming charge.
The Information & Broadcasting Ministry in a fresh proposal to the Minister of External Affairs (MEA) has suggested posting 10 Indian Information Service (IIS) officers at Indian Missions abroad, instead of the earlier proposal of 40 such officers.
According to sources, the initial proposal of the I&B Ministry for 40 IIS officers did not find favour with the MEA and therefore the revised proposal has been sent for consideration.
The decision of posting IIS officers at the Indian Missions abroad was aimed at giving them the wherewithal to handle media and communications and project India’s growth story and present counter adverse narratives.
The MEA reportedly returned the proposal citing technical issues including lack of language expertise and overlap on certain key areas that diplomats are already tasked with.
The Uttar Pradesh government has sent a proposal to the Union Public Service Commission (UPSC) for the appointment of a permanent Director General of Police (DGP), in compliance with directions issued by the Supreme Court of India.
The sources said the proposal had been submitted earlier this week through the Chief Secretary and the list includes names of IPS officers up to the 1994 batch. The move comes after the earlier proposal sent in March was returned by the Commission over technical objections linked to updated appointment guidelines.
The UPSC is now expected to prepare a panel of three senior officers from the list submitted by the state government, from which one officer will eventually be selected by the state government as the UP DGP.
The sources indicated that the government may ultimately decide to regularise the acting DGP Rajiv Krishna, as his name is also part of the list of names sent to the UPSC. His service tenure extends until June 2029, making him one of the strongest eligible candidates under UPSC norms.
The list comprises Renuka Mishra of 1990-batch, Alok Sharma, Piyush Anand, Rajiv Krishna and PC Meena of 1991-batch, Ashutosh Pandey, Anand Swarup and Neera Rawat of 1992-batch, Sanjay Singhal, SB. Shiradkar, Zaki Ahmed, KS Pratap Kumar, Rajiv Sabbarwal and Vitul Kumar of 1993-batch and BK Singh, Akhil Kumar, Raja Srivastava, DK Thakur, Sujeet Pandey, Prakash D, LV Antony Dev Kumar and JN Singh of 1994 -batch.
