3 non-AIS officers sent on central deputation, in personnel, pension depts

The government on Thursday brought three non-All India Services (AISs) officers on central deputation and posted two of them in the Department of Personnel & Training (DoPT) and one in the Department of Pension & Pensioners’ Welfare.

Each of the three officers belong to the Indian Economic Service (IES), Indian Railway Traffic Service (IRTS) and Indian Railway Administrative Service (IRAS) belonging to 2013, 2008 and 2011 batches respectively.

In the Office Memorandum, the DoPT said, “Shalini Mahajan, IES (2013), who was recommended for central deputation by the Department of Economic Affairs, the Ministry of Finance, has been selected for appointment as Deputy Secretary in the National Recruitment Agency (NRA), Delhi under the central staffing scheme for a period of four years from the date of taking charge of the post until further orders, whichever event takes place earlier.”

It further asked the cadre controlling authority to relieve the officer immediately with instruction to take up the new assignment at the earliest.

In a separate order the DoPT said, “Sumeet Singh, IRTS (2008), who was recommended for central deputation by the Ministry of Railways, has been selected for appointment as Director in the Capacity Building Commission (CBC), Delhi under central staffing scheme for a period of five years from the date of taking charge of the post or until further orders, whichever event takes place earlier.”

In Singh’s case also directions have been issued to the Ministry of Railways to relieve him immediately with instructions to take up the new assignment at the earliest.     

Similarly, the DoPT said, Amit Sharma, IRAS (2011), who was recommended for central deputation by the Ministry of Railways, has been selected for appointment as Director in the D/o Pension & Pensioners' Welfare, Delhi under the central staffing scheme for a period of five years from the date of taking over charge of the post or until further orders, whichever event takes place earlier. It directed the Ministry of Railways to relieve the officer immediately with instructions to take up his new assignment.

In a common refrain the cadre controlling authorities have asked to inform the officers that as per Appointments Committee of Cabinet’s (ACC) directions conveyed in the DoPT’s circular dated August 17, 2005, “an officer should join the post within three weeks from the date of issue of DoP&T’s appointment order, failing which the process of debarment from the central staffing scheme shall be initiated”.
