The Government on April 14 issued an order empaneling 19 officers belonging to non-IAS, non-IFS and non-IPS cadres, for holding Joint Secretary or equivalent levels at the Centre. All the officers are drawn from batches 1994 to 2002 and belonging to the different central services.
Among those who have been empaneled, eight have been drawn from the Indian Revenue Service (IRS), two each from the Indian Ordnance Factory Service (IOFS), Indian Economic Service (IES), Indian Railway Service of Mechanical Engineers (IRSME), Indian Railway Service of Electrical Engineers (IRSEE) and the Indian Railway Traffic Service (IRTS), while one officer is from the Indian Railway Accounts Service (IRAS).
The IRS officers, who have been empaneled include Navneet Manohar from the 1999 batch, Asim Kumar Modi and Pravin Kumar Rawal from the 2000 batch, Prakash Dubey and Susan Thomas from the 2001 batch and three officers from the 2002 batch — Chetan P S Rao, Inoshi Sharma and Richa Gaharwar.
Officers belonging to the IOFS cadre are Lokesh Kumar Sharma and Manoj Kumar Singh, both from the 1998 batch. Two IES officers also found their names in the list — Ishita Ganguly Tripathy of the 1999 batch and Reetu Jain of the 2001 batch.
Among the seven officers from different Railway services are IRSME cadre Uday Singh Mina (1994) and Suyash Narain (1996), IRSEE officers Pankaj Kumar Singh (1993) and Smita Srivastava (1997). Among IRTS officers are Narendra A Patil (1996) and S Balaji Arun Kumar (1997). A lone IRAS officer, Shruti Agnihotri (1998), has been empanelled to hold a JS level position in the Government of India.
