In Major Top Bureaucratic Reshuffle, Centre Appoints 12 New Secretaries

In a major decision the government has made a massive top-level bureaucratic reshuffle in the government of India by appointing 12 new Secretaries in departments and Ministries, as majority of them shifted horizontally.

The Department of personnel & Training, in a combined order said the Appointments Committee of Cabinet (ACC), chaired by Prime Minister Narendra Modi, has approved shifting of Secretary, Department of Chemicals and Petro-Chemicals, Ministry of Chemicals and Fertilizers Nivedita Shukla Verma, a1991-batch IAS officer of Uttar Pradesh cadre to the Department of Administrative Reforms and Public Grievances, Ministry of Personnel, Public Grievances and Pensions with additional charge of the post of Secretary, Department of Pensions and Pensioners Welfare, Ministry of Personnel, Public Grievances and Pensions. Verma has been replaced by Tejveer Singh, a 1994-batch IAS officer of Punjab cadre, who is presently in the Cadre.

Secretary, Ministry of Development of North Eastern Region (DONER) Chanchal Kumar, a 1992-batch IAS officer of Bihar cadre has been shifted to the Ministry of Information &Broadcasting following the appointment of Sanjay Jaju, a 1992-batch IAS officer, as the DONER Secretary.

A 1992-batch IAS officer of Uttar Pradeh cadre, Narendra Bhooshan, who is presently in his cadre state, has been appointed the Secretary, Department of Land Resources in the Ministry of Rural Development.

Secretary in the Ministry of Minority Affairs Chandra Sekhar Kumar, a 1992-batch IAS officer of Odisha cadre, has been appointed as the Chief Executive Office, National Rainfed Area Authority under the Ministry of Agriculture & Farmers Welfare in the rank and pay of Secretary to the Government of India.

Srivatsa Krishna, IAS (KN:94), Secretary, Ministry of Tourism has been shifted to the Ministry of Minority Affairs following the appointment of Chandra Sekhar Kumar as the Chief Executive Officer, National Rainfed Area Authority.

Sanjay Lohiya, IAS (AM:94), Additional Secretary in the Ministry of Mines has been appointed as Special Secretary, Department of Financial Services in the Ministry of Finance by temporarily upgrading a vacant post of Joint Secretary in the Department. The officer will take over as the Secretary in the Department of Financial Services following the superannuation of Nagaraju Maddirala, a 1993-batch IAS officer of Tripura cadre May 31, 2026.

Rohit Kansal, IAS (AGMUT:95), the Additional Secretary in the Ministry of Textiles has been appointed as the Secretary in the Department of Rural Development, Ministry of Rural Development following the retirement of Shailesh Kumar Singh, a 1991-batch IAS officer of Jharkhand cadre March 31, 2026.

Bharat Harbanslal Khera, IAS (HP:96), the Additional Secretary in the Department of Consumer Affairs, Ministry of Consumer Affairs, Food & Public Distribution has been appointed as Officer on Special Duty in the Ministry of Micro, Small and Medium Enterprises in the rank and pay of Secretary to the Government of India. The officer will take over as the Secretaryfollowing the retirement of Subhas Chandra Lal Das, IAS (AGMUT:92) on April 30, 2026.

Abhishek Singh, IAS (NL:95), the Director General, National Informatics Centre in Ministry of Electronics & Information Technology has been appointed as the Director General, National Testing Agency in the Ministry of Education in the rank and pay of Secretary to the Government of India by temporarily upgrading the post.

Bhuvnesh Kumar, IAS (UP:95), the Chief Executive Officer of the Unique Identification Authority of India under the Ministry of Electronics & Information Technology has been appointed as the Secretary in the Ministry of Tourism following the appointment of Srivatsa Krishna IAS (KN:94) upon his appointment as Secretary, Ministry of Minority Affairs.

Meanwhile, the ACC has also approved in-situ upgradation of a few officers to the level of Special Secretary in the rank and pay of Secretary to the Government of India as a measure personal to them by temporarily upgrading the posts held by them.

They include Sanjay Rastogi, IAS (OR:91), the Director General, National Archives ofIndia, Ministry of Culture as Director General, National Archives of India under the Ministry of Culture in the rank and pay of Secretary to the Government of India and Sajjan Singh Yadav, IAS (AGMUT:96), the Additional Secretary, Department of Expenditure, Ministry of Finance as Special Secretary.
